광역자치단체의 투자지출 결정요인: 재원조달 방법을 중심으로 = The Determinants of Upper-level Local Government Capital Spending: Focusing on Financing Methods

This study examines the determinants of capital spending by upper-level local governments, focusing on financing methods. The empirical results show that bond issues increased capital expenditures, and a time lag exists between bond issues and its impact on capital expenditures. The result implies that constraints on issuing local bonds can lead to a decrease in capital spending. On the other hand, both local tax revenues and intergovernmental grants exerted negative effects on capital spending. Capital spending is not considered to be a high priority by wealthy upper-level governments and intergovernmental grants are heavily spent on welfare programs, which resulted in decreased capital investment. Political factors measuring political fragmentation and election years affected capital spending. It seems that local elections are influenced by local economic conditions and governments' efforts in ensuring fiscal soundness.

국문 초록 (Abstract)

본 연구는 16개 광역자치단체를 대상으로 재원조달 방법의 투자지출에 대한 영향을 중심으로 투자지출 결정요인을 살펴보았다. 연구결과에 의하면. 광역자치단체의 지방채 발행이 증가하면 투자지출이 증가하였으며 시차가 존재하는 것으로 나타났다. 이러한 결과는 지방채 발행을 억제하면 투자지출이 줄어들 수 있음을 시사한다. 반면에 지방세수입과 국고보조금은 투자지출에 부정적인 영향을 미치는 것으로 나타났다. 재정력이 우수한 광역자치단체의 경우 투자지출이 우선순위가 아니며 국고보조금의 경우 사회복지 분야에 치중하여 투자예산의 감소를 초래한 것으로 보인다. 재정적 요인 외에 정치적 분절성이나 선거연도를 나타내는 정치적 요인도 투자지출에 영향을 미치는 나타났는데 선거연도의 효과는 경제상황과 재정건전성 확보를 위한 정부의 노력에 영향을 받은 것으로 나타났다.
