초등학교 방과후학교 돌봄교실 프로그램 개선 방안: 교육복지 선진국의 문화․예술․체육 돌봄 프로그램 사례를 중심으로 = Study on the After School Program in Elementary School: Based on the ASPs in the Developed Countries

The current After School Programs in many Korea’s elementary school are consisted of drilling courses of study and care-for in classroom. This is why many children do not want to go there. In this study, we studied the developed countries' ASP integrated with culture, art and gymnastics. The research results are as follows; First, If Daycare classroom program is operated with culture, art and gymnastics programs, it should be enlarged to school wide program. ASP needs to enlarged to classroom to gym, playground, cafeteria etc. Second, ASP and daycare program need to be merged into a few ASP integrated with culture, art and gymnastics. The programs needs to operated by free or cheaply in which many children could participate. Third, Daycare classroom program should be enlarged to community daycare program of juvenile education centers. Last, Separative ASP for higher grade students is needed to be developed in order to improve their satisfaction highly.

국문 초록 (Abstract)

초등학교 돌봄 교실은 점차로 확대되고 있으나 돌봄프로그램이 교과 보충학습지도 및 교실 내 보호(care) 활동 중심으로 운영되다 보니, 돌봄교실 만족도는 낮은 실정이다. 따라서 본 연구에서는 교육복지 선진국의 문화․예술․체육 중심의 돌봄 융합프로그램을 운영 방안을 탐구하였다. 연구결과는 다음과 같다. 첫째, 문화예술체육의 활동 중심으로 돌봄 프로그램을 운영하기 위해서는 교실의 벽을 넘어서야 한다. 즉 돌봄교실이 아닌 ‘돌봄학교’로 개념이 확장되어야 하다. 이를 위해 운동장, 체육관, 대형 교실 등을 활용할 필요가 있다. 둘째, 방과후학교 특기·적성 프로그램과 돌봄학교 프로그램을 통합하고, 학교의 여건, 학생들의 특기·적성을 조사하여 소수(小數)의 프로그램을 무료 혹은 저렴한 비용으로 운영되는 것이 효과적이다. 셋째, 돌봄교실은 돌봄학교를 넘어 지역사회 돌봄으로 확대될 필요가 있다. 특히, 지역사회의 청소년 교육기관과 연계하여 운영될 필요가 있다. 넷째, 1-2학년과 구별되는 고학년 대상의 별도 돌봄 프로그램 개발이 필요하다.
