상수도수질 정보공개의 효과 분석: 서울시 온라인 수질정보공개에 따른 수질개선 효과를 중심으로 = An Analysis of the Effect of Information Disclosure on Drinking Water Quality: Focused on Seoul Water-Now System

The purpose of this study is to analyze the effects of a real-time water quality information disclosure on the drinking water quality. The water quality information of 3 items(turbidity, pH, and residual chlorine) is opened to the public by the Office of Waterworks Seoul Metropolitan Government through the internet. This study uses the data of tap water quality test results of the 25 Autonomous Districts of Seoul from 2006 to 2012. The findings according to the t-test indicate that the differences in the mean value of turbidity, pH, residual chlorine before and after information disclosure were statistically significant. And the findings from panel regression model with fixed effects show that the water quality information disclosure have a statistically significant negative effect on the residual chlorine.

국문 초록 (Abstract)

본 연구는 서울시 상수도사업본부의 온라인 실시간 수질정보공개가 수질개선에 미치는 효과를 실증분석하고 있다. 서울시 상수도사업본부는 아리수 수질을 24시간 실시간으로 자동측정하여 인터넷을 통해 탁도, 수소이온농도(pH), 잔류염소 등 3개 항목의 측정값을 공개하고 있다. 본 연구는 상수도수질 정보공개가 수질개선에 미치는 효과를 분석하기 위해 2006년부터 2012년까지 서울시 25개 자치구의 수질검사결과를 활용하였다. 먼저 수질정보공개 전후로 수돗물 수질에 차이가 있는지를 검증하기 위해 평균차이 분석을 하였는데, 탁도, 수소이온농도(pH), 잔류염소의 평균값이 감소하였으며 그 차이가 통계적으로 유의미하였다. 수질정보공개가 수돗물의 수질에 미치는 영향을 분석하기 위해 고정효과모형을 활용한 패널 회귀분석을 하였다. 그 결과, 수질정보공개가 잔류염소에 대해 통계적으로 유의미한 음(-)의 영향을 나타냈다. 즉 정보공개가 상수도사업본부 직원들의 행태에 변화를 유도하여 수질을 개선하도록 해주는 것이다. 본 연구는 취수장과 정수센터에서 수질에 영향을 미칠 수 있는 여러 변수들을 누락한 한계가 있다. 향후 보다 세분화된 관련 데이터를 확보하여 수질정보공개의 효과를 보다 엄밀히 추정할 필요가 있다.
