교도소 면회 시스템 매니지먼트 개선방안 연구 = 영국 사례를 중심으로

국문 초록 (Abstract)

영국의 교정국에 해당하는 HMPS (Hers Majesty Prison Service)는 법무부 (Ministry of Justice) 산하에서 운영되고 있으며, 특히 1970년대 후반부터 재범율 감소를 위한 조치의 일환으로써 수용자들에 대한 기본적인 인권보호 뿐만이 아닌 수감자와 관련된 가족들에 대한 서비스 개선이 이루어져 왔다. 이러한 서비스적인 장치들은 수감자의 교화 및 복역만료 후 사회적응에 크게 도움이 되었음이 여러 저널이나 학술자료 등을 통해 여러 차례 검증, 발표된바 있다. 이에 대한 다각적인 서비스 디자인 제안도 행정기관 및 비영리 단체 주도아래 서비스 매니지먼트 측면에서 현재까지 활발하게 이루어지고 있다. 본 연구에서는 이미 노출되어 있는 여러 문제점들 중 가장 개선의 요구가 많고 교화에 효과적인 수감자 면회(Visiting) 시스템에 초점을 맞추었다. 영국 HMPS의 현재 시스템에 대한 평가는 문헌과 정기간행물을 통해 이루어졌으며, 여기에 STP, PEST 모델들의 적용을 통해서 문제점을 도출하고 수감자에 대한 면회 (Visiting)의 중요성과 가족구성원에 대한 가치를 발견하고 재정의 하는데 연구의 목적이 있다. 또한, 재소자와 가족들 간의 다양한 소통수단의 제공과 면회 환경개선, 수감 배정 시스템에 대한 개선을 서비스 매니지먼트 관점에서 제안하였으며 이를 통해 감성적 가치의 중요성을 강조하였다.

다국어 초록 (Multilingual Abstract)

HMPS (Hers Majesty Prison Service) has been managed under the ministry of the justice in the UK, this organization has developed not only the fundamental human rights of prisoners but also services for prisoners` families to reduce the re-offending rate since the end of 1970s. Many articles of journals and academic researches have reported that the prison services have contributed to prisoners` rehabilitation and adaptation to society after finishing their prison sentences; furthermore, the diverse suggestions for service design have been carried out vigorously through the perspective of service management under leading of the administrative organs and nonprofit organizations. This research is focused on the problem of visiting system which has had many requirement to be improved and is the most effective way to reduce the re-offending rate. The evaluation of current HMPS systems is conducted by the study of periodical publications and annual reports of HMPS. Finding problems was carried out through application of STP, PEST models and redefine the role and value of prison visiting and prisoners` families. This research suggests the providing of diverse communication channels between prisoners and their family, the enhancement of circumstances and incarceration arrangement.
