글로벌 정보질서의 변화와 거버넌스: 인터넷 주소자원 관리의 국제정치이론과 미래 시나리오

국문 초록 (Abstract)

이 연구는 정보기술 강국으로 손꼽히는 우리나라의 글로벌 위상을 제고하기 위한 전 단계에서 정보질서의 이면을 체계적으로 진단하고 그로부터 국제정치적 판단과 전략을 모색한다. 이를 위해 이 연구는 최근 국제정치 연구에 있어 중요한 화두가 되고 있는 글로벌 거버넌스를 이론적으로 탐구한다. 특히 다음의 3가지 퍼즐을 바탕으로 연구를 진행하였다: (1) 인터넷을 포함한 글로벌 차원의 정보질서는 어떤 권력관계를 기반으로 하는가? (2) 글로벌 정보질서를 이해하기 위한 국제정치이론의 틀은 어떻게 바뀌어야 하는가? (3) 글로벌 정보질서의 변화를 기반으로 한 미래 국제정치는 어떤 모습을 띨 것인가?
제1차년도 연구에서는 기존의 인터넷 주소자원과 글로벌 차원의 관리 메커니즘에 대한 현황 조사와 더불어 이러한 글로벌 정보질서가 국제정치에서 가지는 의미를 탐색하였다. 특히 주소자원 관리에서 드러나고 있는 다중 이해당사자주의의 속성과 특징을 분석하였으며, 기존의 국제인터넷주소기구(ICANN)에 대한 도전과 그에 따른 변화양상을 추적하였다. 제2차년도 연구에서는 글로벌 차원의 정보질서 변화가 초국가적 관계에 미치는 영향을 국제통신연맹(ITU)을 중심으로 살펴보았으며, ICANN을 중심으로 미국 중심의 동맹과 기타 국가들 사이에 벌어지는 갈등을 세부적으로 분석하고 이것이 현실주의와 자유주의를 주축으로 하는 국제정치이론에 어떤 함의를 갖는가를 논의하였다. 마지막으로 제3차년도 연구에서는 ICANN의 다자주의가 자유주의 전통에 기반하고 있다는 점을 논의하면서 이것이 네트워크 거버넌스라는 새로운 프레임워크로 연결되는 이론적 고리를 다루었다. 그럼으로써 인터넷 거버넌스라는 글로벌 이슈를 둘러싸고 국제정치의 권력 갈등이 진행되는 거시적인 그림을 그려내고 있다.

다국어 초록 (Multilingual Abstract)

This study diagnoses the relevant aspects of informational order and their political implications and related strategies in order to enhance the national status as a leading country in information technologies at the global level. It investigates theoretical frameworks of global governance which has been a significant topic in international relations. Three puzzles were suggested for the study as follows: (1) What is the power base of information order at the global level, including the management of the Internet? (2) How should the framework of international relations theories be changed in order to comprehend the newly emerging global information order? and (3) What is the future shape of international relations upon these transformations of global information order?
The result of the first-year study was on the survey of existing mechanisms of the Internet management at the global level and their implications in international relations. In particular, the feature of multistakeholderism has been the focus of the analysis, with its relationship to the ICANN and the challenges to it. The second-year research has concentrated on the impact of the transformation of information order on transnational relations with special interest on the ITU. The power relations between the Unite
