This study empirically investigates the structural causes underlying inconsistencies in legal-dong boundaries through the integrated use of cadastral and spatial information. Based on an overlay analysis of multi-layered spatial data—including continuous cadastral maps, parcel-level cadastral maps, satellite imagery, and building registers—the study identifies two principal causes of boundary inconsistencies: (1) structural limitations arising from the failure to adjust administrative district boundaries in a timely manner during land readjustment and urban development projects, and (2) the dual registration of single facilities or buildings across different provinces or legal-dong jurisdictions. Case analyses conducted in Seongbuk-gu, Seodaemun-gu, Suwon, Yongin, Uiwang, Anyang, Yeonggwang, and Gochang systematically classify the mismatch types—where legal-dong boundaries diverge from actual living areas and facility boundaries—into residential areas, school facilities, and complex facilities. Furthermore, a perception survey of 133 cadastral and administrative officials reveals a high level of recognition regarding the necessity of administrative boundary adjustment (63%), while identifying procedural complexity, passive implementation by responsible authorities, and institutional inadequacies as major obstacles. Based on these findings, the study proposes specific policy and institutional improvement measures to enhance consistency between legal-dong boundaries and administrative district boundaries, including the institutionalization of a cadastral information–based boundary analysis system, the introduction of special provisions for the adjustment of public facility boundaries, the strengthening of consistency between cadastral records and the land register, and the establishment of a preventive administrative management framework.
