서울시 자치구간 재정불균형완화에 관한 정책변동분석 -결합모형의 적용 및 유용성- = Policy Change Analysis on Alternatives for Financial Inequality among Districts in Seoul City: the Application & Usefulness of An Integrated Model

다국어 초록 (Multilingual Abstract)

The purpose of this study is to find factors that account for the financial inequality among Districts in Seoul City since the implementation of Korean local autonomy, integrating the policy conflict framework with the policy stream framework. This study found that the mayor's campaign promise, which had been regarded as a policy stream since the fourth period, and the mayor's vigorous abilities in persuasion as a policy entrepreneur, were factors from the policy stream framework. It also found that the expansion of the first opposition party's electoral base, which had been expanded to districts with poor financial status in Seoul City since the fourth period, and the situation in which the ruling party attempted to avoid the policy stalemate in the fifth period, were factors from the policy conflict framework. In Particular, this study contributes to knowledge in the field by disclosing the methodological importance of the policy conflict framework for analyzing the interaction between advocacy coalitions, a concept that has not been theoretically well developed.
