일본의 청소년 유해환경 규제 법률과 청소년보호 지원체계 = Regulations on the Minus Environment of Youth and Youth Protection Systems in Japan

In recently, youth's serious crimes(i.e., child prostitution related youth in cyber space) has been increasing in Japan and this is a severe situations. The questions of misbehavior of youth and problems of youth is revealed. Concerned on this problems, there are lots of considerations of 'minus environments' and many legal regulations on it are being discussed.
Japan's legal systems of regulation on the minus environments consist of two parts, Laws and Rules. Regulations by Law is different with their objects. On the other hand, regulations by Rules have a variety according to singular object or plural objects of regulations.
The Law and Order on the youth protection from a minus environments exist in Japan but the laws which regulate the plural objects don't exist. On this views, there is only 'the rules of Youth protections'. Because of object of regulations and method of regulations, it is difficult to regulate technically. And it is now supporting that a comprehensive regulations delegate the Rule of Local and Laws of Government are to play a complementary and indirect role.
It is needed not to regulate unified the minus environment of youth but to regulate with the separated legislations(i.e., Regulation on the Behavior of Child Allurement through Broking of other sex on Internet) and to revise of old regulations.
And it needs to not only continue to response the youth, with protection, correction but also to prepare the action plan with the view of good environments.
