‘공화’는 무엇을 의미하는가? Res publica에 뿌리를 두고 있는 Republic의 번역어 ‘공화’는 왕이 없는 정치 체제라는 의미를 강하게 내포하고 있다. 이는 국가는 공익을 추구해야 한다는 기본적인 원리를 담아내지 못한 것이었다. 이러한 불일치는 서구의 역사적 경험과 동아시아의 유교 문화권의 경험이 정확하게 일치하지 않았기 때문에 발생한 것이었다. 이는 혁명을 통한 주권의 소재 변화를 경험한 유럽과 그렇지 못했던 동아시아 국가 사이의 차이였다. 19세기 동아시아의 지식인들은 공화제를 왕이 없는 정치 체제로 이해했기 때문에 단순하게 군주제를 위협하는 개념으로 이해하는 것이 일반적이었다. 이러한 인식은 루소가 『사회계약론』에서 공익 추구를 실현하기 위한 목적으로 법에의한 통치를 강조하면서 공화적인 것을 인식하는 것과는 중대한 차이가 있었다. 프랑스 혁명의 경험은 공화적인 것을 이해하는 데 있어서 주권의 소재와 왕의 부재의 관계가 단순하지 않음을 보여준다. 주권이 국민에게 있지만 왕이 존재하는 입헌군주제, 주권이 국민에게 있고 왕이 없는 공화제, 황제가 군림 하지만 공화국이라는 인식이 여전히 남아 있었던 제정 초기 상황은 왕의 부재 여부가 공화적인 것의 핵심 준거가 아니라는 점을 보여준다. 그럼에도 불구하고 동아시아에서 Republic은 어떻게, 그리고 왜 왕이 없는 정치 체제로 인식되고 그렇게 수용되었는가 이해하는 것이 필요하다.

What does the Republic mean? ‘Gongwha’, a translated word of the Republic derived from a latin expression ‘Res publica’, involves strongly a political system governed without a monarch, but it doesn’t include a fundamental principal concerning a Public interest which a State must assure. This Divergence comes up because of the difference between the historical experiences of the Europe and those of the Confucian cultural area. The former undergoes the changes of whereabouts of sovereignty through Revolutions, whereas the latter get no this social transformation. In the 19th Century, it was a general tendency for the intellectuals of the East Asia to understand simply the Republic as a new regime threating a monarchy. This perception shows a major distinction with the way Rousseau understood the republic in the Social Contract in which he points out a government by law to guarantee the public interest. The French Revolution reveals the complexity of relation between the whereabouts of sovereignty and the absence of the King; The Constitutional monarchy, ruled by the King under the control of the Nation exercising the sovereignty, the Republic under the popular sovereign power without King, the early situation of the Empire reigned by Emperor with the propaganda showing that Napoleonic rule still remains under republic culture. All these situations show that the absence of King is not the most important criteria of the Republic. It is thus necessary to understand how and why the East asian intellectuals perceive and receive the Republic as a government without King.
