근거이론을 활용한 전자정부에서의 시민참여 중심현상 연구

국문 초록 (Abstract)

최근 전자정부에서의 시민참여의 중요성이 확대되면서 다양한 발전전략이 제시되고 있다. 본 연구는 전자정부의 시민참여 증진을 위해 사용자 경험(UX)을 조사하고 심층 분석한 것이다. 전자정부의 외형적 발전에도 불구하고 왜 시민들의 참여는 그에 미치지 못하는가, 즉 시민들의 참여를 저해하는 요인은 무엇인가를 연구문제로 설정하여 전자정부의 정책과정에 참여 한 바 있는 시민과 미참여 시민 21명의 경험을 반구조화 면접(Semi-Structured Interview)을 통해 심층인터뷰하고, 선행연구나 관련 문헌고찰 내용과 함께 Nvivo 10.0 프로그램을 활용한 행간분석 방법을 통해 정리하였다. 이를 근거이론(Grounded Theory)의 개방코딩(open coding), 축코딩(axial coding), 선택코딩(selective coding)을 통해 최종 분석하였다.
이러한 조사, 분석과정에 따라 전자정부의 시민참여 중심현상(Central Phenomenon)으로 첫째, 개인정보유출 및 타인의 부정적 반응에 대한 심리적 불안감, 둘째, 뿌리 깊은 행정적 불신, 셋째, 플랫폼 이용의 불편함 및 운영/관리의 문제를 도출하였다. 이러한 결과는 사용자의 경험을 개선하는 것이 시민참여를 증진할 수 있는 요소이며, 서비스 제공자가 아닌 사용자 중심으로의 서비스 개편을 통해 실질적 융합행정을 실현해야 함을 시사한다.
본 연구는 그동안 행정학의 관점에서 다뤄오던 전자정부와 시민참여의 문제를 경험 디자인(UX)의 관점으로 조사하고 이를 심층적이고 실증적으로 분석했다는 것에 그 의의가 있다.

다국어 초록 (Multilingual Abstract)

Recently, as the importance of citizen participation in e-government(EG) has expanded, various development strategies have been suggested. This study investigates and analyzes the user experience to promote citizen participation of EG.
Despite the tremendous development of EG, why is the citizen’s participation very poor or what are the obstacles to citizen participation? This was set as a research problem. To investigate this, summarize of 21 interviews about EG participants and non-participation experience through semi-structured questionnaire. And the results of previous studies and related literature reviews, and also conducted a between the lines analysis method using Nvivo 10.0 program. Finally clarify the central phenomenon of citizen participation in EG using the grounded theory analysis(open coding, axial coding, and selective coding).
As a result of this study, first, psychological anxiety about leakage of personal information and negative reaction of others; second, deep administrative mistrust; third, inconvenience of using the platform and problem of operation and management. Therefore, it is suggested that improving the user ’s experience is a factor to promote citizen participation and the convergence administration should be realized through the reorganization of the service centered not by the service provider. The significance of this study is to investigate the problem of EG and citizen participation from the perspective of experience design and analyze it in depth and empirically.
