제도경제학적 고찰을 통한 한국금융정책의 문제점 분석 : 자본시장 통합과 금융 중심지 추진 정책을 중심으로

국문 초록 (Abstract)

현대 한국의 경제사회가 복잡하고 다양하며 우연성이 돌출하는 예측불허의 변화를 경험하고 있음에 도 불구하고 금융이나 금융정책을 바라보는 시점이 ‘인간의 합리성과 ceteris paribus 가정, 한계개념, 최적화 및 균형이론 등’에 입각한 ‘주류경제학’적 시각에만 머물러 있었기 때문에 금융과 이와 관련된 정책들에 대한 비판이 항상 비판에만 머무르고 건설적인 발전이 없었다고 생각한다. 그리고 지금은 새 로운 성장 동력이 필요한 시점이고 성장의 패러다임의 전환이 이루어지는 시기로서, 금융에도 지금까지 와는 다른 역할을 요구하고 있다. 이러한 면에서 이 글에서는 금융정책의 문제점을 지금까지와는 다른 ‘제도, 진화, 문화, 도구적 가치판단의 핵심개념’에 입각하여 주장을 펼치는 ‘제도경제학’적 시각으로 살 펴보는 시도를 해보고, 이를 기반으로 현대한국경제를 분석함에 있어서 시사점도 도출해 보고자 하였다. 한국경제를 분석할 때 방법론적으로는 ‘신제도주의적 시각’과 방법론으로 경제를 분석하지만, 제도가 개인의 선택에 미치는 영향에 관해서는 ‘구제도경제학적 방법론’을 취하는 것이 적정하며, ‘거래비용’적 관점에서는 ‘신제도경제학적 관점’이 적절한 방법이라고 생각하였다. 또한 더 나아가 개인이나 집단의 결정이 제도의 형성에도 커다란 영향을 끼칠 수 있다는 것도 한국경제의 성장과정과 변화과정을 보면 찾을 수 있을 것이라고도 생각했다. 따라서 이러한 ‘비교-제도적 접근’에 기초한 제도경제학적 방법론 으로 이 논문을 진행하였다. 최근 정부의 대표적인 금융정책이라고 생각한 두 가지의 사례를 ‘제도경제학’이라는 새로운 틀로 분 석해 본 결과, 한국 금융정책의 문제점은 결국 금융의 방향이 너무나도 ‘신자유주의적’이었다는 것과 ‘금융당국 자체’에 있었다고 요약할 수 있었다. 다시 말해서 한국에서 금융정책이 가지고 있는 근본적 이고 본질적인 문제는 결국 경제발전과정에서 ‘국가와 관료’, ‘은행이나 금융 산업’등이 가지게 되었던 ‘제도적 특수성’이 한국사회에 내재되어 있고, ‘신자유주의적 헤게모니’도 널리 퍼져있는 상황에서 정책 이 수립되고 추진되는 것과 매우 밀접한 관계에 있다고 생각한다는 것이다. 따라서 이러한 금융정책의 문제점을 해결하는 방안은 한국의 ‘제도적 특수성’과 ‘신자유주의적 헤게모니’가 널리 퍼져 있는 상황을 정확히 이해하고 정책을 입안하고 추진하는 것이라고 간략하게 말할 수 있을 것 같다. 그리고 이러한 금 융정책의 문제점과 해결방안은 한국의 경제정책 전체로 적용해서 해석해도 별 무리가 없다고 생각했다.

다국어 초록 (Multilingual Abstract)

Although modern Korea's economic society is experiencing complex, diverse, and unexpected changes that are unpredictable and contingent, the point of view of financial and monetary policy has always been in the mainstream economic view. So, the criticism of finance and related policies has always remained only in criticism, and that there has been no constructive development. And now is the time when a new growth engine is needed and when the paradigm shifts in growth, it is demanding a different role in finance than ever before. In this regard, this article attempts to examine the problems of financial policy with the viewpoint of ‘institutional economics’which insists on the basis of ‘system, evolution, culture, and core concept of instrumental value judgment.’ The comparative-institutional approach emphasizes all factors (the players, their interests and strategies and the distribution of power among them) in context, showing how they relate to one another by drawing attention to the way political economic situations are structured. While many theories achieve elegance by pointing to particular variables that are alleged to be decisive, this theory focuses on illuminating the ways that different variables are linked. Thus, the comparative-institutional approach has allowed this researcher to capture the complexity of the real political and economic situations of the Korean finance without sacrificing theoretical clarity. One of the great attractions and strengths of this approach is the way that it strikes this balance between necessary complexity and desirable parsimony. As a result of analyzing the two cases, which are considered as the representative financial policy of the government recently, through Institutional Economic Review, the problem of Korean financial policy are that the direction of finance was so ‘neoliberal’and Korean financial authorities themselves. In other words, the fundamental problem with financial policies in Korea is that they are so closely related to the economic development process that they are led by the ‘state and bureaucracy’and “institutional specificity” associated with the ‘banks and financial industries’. Therefore, it can be said briefly that the solution to the problems of the financial policy is to understand exactly the situation of ‘institutional specificity’ and ‘neoliberal hegemony’ in Korea and to formulate and promote the policy. And I think that the problems and solutions of these financial policies can be applied to the entire economic policy of Korea.
