여성의 기초의회 참여 확대를 위한 외국사례 : 독일, 프랑스, 일본의 정책, 네트워크, 평생교육프로그램 = A Study for the Political Participation of the Regional Council in Germany, France und Japan

다국어 초록 (Multilingual Abstract)

Women are well known for playing passive rolls in political areas, what is caused through the following reasons. First, women have no chance to learn political participation in the process of socialization. Second, it is very hard to find a continuing educational program in terms of political participation for them.
Through this, women have no other choice than considering that politics a workplace for men. So what is urgently essential for them is an opportunity to take part in politics. Particularly life long educational programs play a major role in this context, to enable women a development in their skills and potentials also for political participation. This is not only a hypothesis, but a confirmed study that has been accomplished m Germany, France and Japan-showing the increase of female participation in the regional cooncil.
As a result, I come to the conclusion that we have to develop an effective national arrangement for lifelong edacational programs for women in order to build a foundation within this important social area.
