한국전쟁·전후복구와 자원동원 -국방분야 인적자원추출제도의 형성과 제도화- = Korean War, Restoration, and Resource Mobilization - Formulation and Institutionalization of Human Resource Extraction System -

다국어 초록 (Multilingual Abstract)

This study considers how Rhee Syngman' Government extracted human resource locally and abroad and draws the meanings for Korean War and restoration. A Recruiting District, Force Staffs, Territorial Army, the Student National Defense Groups, the Student National Defence Corps, Officers' Training, Commission System in the field, KATUSA, and the Compulsory Draft and Calling were operated as the systems of domestic reinforcement of the troops. At the same time U.S. Army commanded Korean Army and KMAG played an important role in supervision, training, planning and enforcement and strengthen the position of U.S. exclusively in the Korean Peninsula. As the result, this study found that 1) Rhee Syngman' Government built the state by extracting and suppressing human resource through Korean War, 2) institutionalized human resource extraction system. 3) Military command and control authority became permanent to be restricted by U.S. from that time.

국문 초록 (Abstract)

한국전쟁과 전후복구를 위해 이승만정부가 국내·외적으로 인적자원을 추출한 방식과 그 함의를 고찰함으로써 국방분야 인적자원추출제도의 형성과 제도화를 살펴보았다. 국내 병력충원을 위한 제도로 병사구사령부, 자위대원, 국민방위군, 학도호국단, 학도의용군, 장교교육 및 현지임관제도, 카투사제도, 강제징집 및 소집을 운영하였던 것으로 분석되었다. 동시에 미군이 한국군을 지휘하였으며, 주한미군사고문단이 전쟁 전 과정을 감독, 훈련, 계획수립 및 시행 등의 역할을 담당하면서 한반도에서 미국의 지위를 독보적으로 입지시켰다. 분석결과, 한국전쟁을 통해 이승만정부는 국민으로부터 인적자원을 추출하고 국민을 억압함으로써 국가를 형성해 나갔고, 전쟁을 계기로 국방분야의 인적자원추출시스템이 제도화되었으며, 군사지휘권이 미국에 존재하는 외적 자율성의 제한이 고착화되었음을 확인하였다.
