지구화와 국민국가 = 전략-관계론적 접근

국문 초록 (Abstract)

이 글의 목적은 지구화 과정 속에서의 국민국가(national state)의 변모를 이론적으로 해명하는 것이다. 이를 위해 본 논문은 지구화와 국민국가의 관계에 관한 주요한 이론적 입장들을 (1) 지구화 및 국가의 작동 양식, (2) 국가의 경제적 통치 역량, (3) 국가 역할 및 개입 형태의 변환, (4) 지구화의 공간적 수준을 중심으로 비판적으로 살펴본다. 대부분의 설명들은 지구화와 국민국가의 관계를 국가(정치) 대 시장(경제)이라는 이분법적-대립적 틀 속에서 파악하고, 지구화 과정 속의 국민국가의 자율성, 역량, 개입형태, 공간적 (재)조직화를 일반화되고 본질적인 용어로 기술한다(국가 쇠퇴, 국가 건재 또는 국가 변형론). 이러한 접근법으로는 지구화 속의 국민국가 변환의 폭넓은 스펙트럼과 복합적 성격을 포착하지 못한다. 이에 대한 대안으로 본 논문은 비판적으로 재구성한 전략-관계론을 지구화와 국민국가에 보다 철저하고 일관되게 적용한다. 이를 통해, 지구화가 폭넓은 사회적 관계 속에서 정치적 과정과 경제적 과정이 서로 맞물리는 과정이며, 지구화 속에서의 국민국가의 변환이 지구화라는 일반적 경향성 속에 가둘 수 없는 다양한 형태와 수준, 그리고 복합성을 드러낸다는 것을 보인다. 지구화속의 국민국가는 국가별, 시기별, 영역별로, 자율성, 통치 역량, 개입, 스케일 등의 측면에서 다른 모습으로 나타나는 것이다. 따라서 본 논문은 지구화 과정 속의 국민국가의 변환을 탈국민국가적 경향과 국민국가적 (반)경향성의 교차와 복합으로 이해하며, 이를 1997년 경제 위기 이후 한국의 사례를 통해 보일 것이다.

다국어 초록 (Multilingual Abstract)

This article theoretically examines the transformation of the national state in the process of globalization. For this purpose, this paper critically examines principal account of globalization and the state in terms of (1) their modalities, (2) the state’s governinng capacity, (3) the transformation of the state’s role and form of intervention, and (4) spatial scales of globalization. Most of the accounts approach the relationship between globalization and the national state with a dichotomous framework that separates and/or opposes the state(politics) and market(economy) and describe the autonomies, capacities, forms of intervention and spatial restructuring of the national state in the face of globalization in general and essentialist terms. These approaches fail to the broad spectrum and complex nature of the transformation of the national state in globalization. As an alternative to these approaches, this article critically reconstructs a strategic-relational account of globalization and the national state in a more consistent way. It shows that globalization is multiple processes in which political and economic processes are intertwined through wider social relations, and the transformation of the national state is characterized by varying forms and degrees and complexities in its autonomy, governing capacity, intervention and spatial scales, which by no means can be confined within the general framework of globalization. Thus this article argues that the transformation of the national state vis-a-vis the process of globalization shows both post-national/post-statal tendencies and national/statal counter-tendencies, and this will be illustrated through the case of the Korean state’s transformation after the crisis in 1997.
