한국의 민주주의 공고화와 여성의 정치참여: 국회의원 선거와 지방선거 비교를 통한 선거제도 효과 분석 = Democracy Consolidation of in Korea and Women’s Political Participation: Analysis of the Effect of the Election System Comparison of Parliamentary Elections with Local Elections

국문 초록 (Abstract)

본 연구는 한국의 민주주의 공고화에 있어 여성의 동등한 대표성이 확보되었는가에 대해 논의한다. 이 연구 결과 국회의원 선거에서 비례대표제와 여성할당제의 권고 조항이 여성의 정치참여를 확대하는데 중요한 역할을 하고 있었다. 그리고 지방선거에서 여성의원이 급격히 증가한 광역의회 비례대표선거와 기초의회 비례대표선거에서 정당공천 허용, 비례대표제, 50% 여성할당제, 여성홀수의무제와 기타 등록무효 등의 강제조항이 여성의 정치참여를 확대하는데 중요한 요인임을 보여준다. 따라서 이러한 선거제도 개정에 따른 여성의 실질적 대표성과 비례성 달성은 민주주의 공고화를 완성해 가는 과정이 될 것이다.

다국어 초록 (Multilingual Abstract)

This study discusses whether women’s equal representation was secured in consolidating democracy in Korea. As a result of this study, the recommendation provisions of the proportional representation system and the women’s quota system in parliamentary elections played an important role in expanding women’s political participation. and In the proportional representation election of the council and the proportional representation election of the basic council which the number of women lawmakers increased rapidly in local elections proved mandatory provisions such as allowing nominations for parties, proportional representation, 50% women’s quota obligations, women’s odd-numbered obligatory system and other invalid registrations are important factors in expanding women’s political participation. Therefore, the achievement of real representativeness and proportion of women according to the revised election system will be a process to complete the consolidation of democracy.
