독일 정당할당제와 한국 여성의 정치적 대표성 = German Gender Quota System and Korean Political Representation of Women

다국어 초록 (Multilingual Abstract)

This article is purposed to analyze the examples of the party gender quotas in Germany and to find points to reflect in the Korean political system. To achieve the purpose, this article reviews the specific processes that the German political parties have successfully implemented the gender quotas to examine whether political parties can increase political representation of women. For starters, the article examines how German political parties introduced gender quotas and how main opinions about the quotas have changed in German society. The article also analyzes how the principles of German parliament election system and its effects have influenced on political representation of women. In addition, this article reviews the current states of female members in German parliament; how European parliament and German federal and state parliaments are operating the gender quotas; and how each election process practically contributed to increase in female members of those parliaments. Based on these issues raised, this article is composed as following. Chapter II reviews the specific types of the gender quotas in Germany and the content of each quota with the processes of introducing it and the controversies surrounding it. Chapter III is case analyses which include the review of current states and realities of the female members in German parliament. Finally, Chapter IV includes tasks and expectations of the gender quotas in Germany and simple review about how those German systems can be reflected in Korean political system.

국문 초록 (Abstract)

본 논문은 할당제를 통한 여성의 대표성을 확대하기 위한 방안을 모색하기 위하여 독일의 정당할당제의 사례를 분석해보고, 한국사회에 대한 정치적 시사점을 찾는데 목적을 두고 있다. 이를 위해 본 논문은 독일의 정당할당제의 성공적인 이행과정을 구체적으로 조망해봄으로써 정당과 여성의 대표성 확대와의 상관관계를 규명해보고자 한다. 또한 할당제 도입과정과 할당제에 대한 독일 사회 내 주요 담론의 변화를 살펴보고자 하며, 독일 의회의 선거제도의 운영원리와 제도의 효과가 여성들의 대표성에 어떠한 영향을 행사했는지 구체적으로 분석해보고자 한다. 이 과정에서 본 논문은 독일 여성의원의 현황을 실제적으로 분석해보고자 하며, 구체적으로 유럽의회, 연방의회 및 주의회에서 여성할당제가 어떻게 운용되는지, 실제 선거메커니즘이 어떻게 여성의원의 확대를 가져오게 했는지 분석해보자 한다. 이와 같은 문제의식을 중심으로 본 논문은 다음과 같이 구성되어 있다. Ⅱ장에서는 독일에서 할당제 도입과정 및 여성할당제 과정에서의 독일사회의 담론을 여성의 대표성확대 및 양성평등 측면에서 살펴보고자 한다. 이와 함께 독일 할당제의 유형과 정당별 여성할당제의 내용을 구체적으로 점검해보고자 한다. Ⅲ장에서는 사례분석으로 독일 여성의원의 현황과 실제를 체계적으로 분석해보고자 한다. Ⅳ장에서는 독일의 여성할당제의 과제 및 전망에 대해서 살펴보고 한국에 대한 시사점을 간단하게 살펴보고자 한다.
