金融自律化 및 國際化와 그 推進方案에 관한 硏究 = Study on the Finance Autonomy and Internationalization and plans of Propulsion

The world economy of today is based on the open economy keeping interdependendce or supplentary relationship still, not with standing that the Protectionism shows its strengthening tendency, and has characteristics of rapid change and imperfect increase of international economy and finance circumstance.
In the past 20 years, the Korean economy of government leading type has had plenty of points at issue in the protection and prevention of the government, while it has been expanded to enormous scale in the real thing field. In order that Korean economy may make proper progress under a tendency toward an economy system with open and internationalism, both the substance field and money field should have an balanced progress, and to this end, there is not objection that money autonomy and internationalism are required. Both the money autonomy and internationalism have influence on the whole economy, so a general and rational policy should be carried out along with the substance field.
In this thesis, with such consciousness of issue, the author views the meanings of both money autonomy and internationalism, as basis for discussion in the chapter two, and for exposure of points at issue preceded in groping for plans, in the chapter three, the author analyzed the problems of finance backward, money autonomy and actuality of internationalism. In the chapter four, the author groped for conditions predent and plans to propel both the money autonomy and internationalization, and in the chapter five, the author made a conclusions.
Through such method of study, what the author intends to assert in this thesis are,
o. First, Release fo finance policy and adjustment of insincere bond should be made.
o. Secondly, A give condition should be formed, so that the interest may be flexibly operated by the price function of market.
o. Thirdly, All types of preferential treatment or discriminated treatment to the foreign bank should be released, so that the domestic money organ may compete with the foreign banks in the equal condition.
o. Fourthly, in order that the domestic money industry may compete with the money organ of foreign countries, a management system of responsibility should be established aiming at earnings, and to this end, an autonomy of financial business is necessary.
o. Fifthly, domestic advance of foreign bank or an aspect of money internationalization should not be limited only to effective procurement of foreign fund, but also should be propeled, so that it may contribute to advancement of the domestic money industry, and a positive finance internationalization of overseas advance of our money organ.
