사회복지사의 역할에 따른 저소득 부모의 포괄적 보육서비스 만족도 연구 = A Study on Satisfaction with Comprehensive Child Care Services of Low-income Parents based on Social Worker"s Roles

The purpose of this study was to examine Satisfaction with comprehensive child care services and service effectiveness depending on social worker"s roles in child care centers.
Regarding a study method, child care service was investigated aiming at low-income parents in child care centers where social workers carry out comprehensive child care service as their proper job and child care centers without social workers.
The results of this study are summed up as the following: First, with regard to comprehensive child care service, low-income parents in child care centers with social workers showed high satisfaction with health service, nutrition service, emotional service, information and referral service, and community linkage service except for extra educational activity service. Second, as for social workers working in child care centers for social welfare service, the necessity of social workers was high. Third, social worker"s roles on child care centers put importance on children such as problems about children"s adjustment and consultation, and connection with child support, so that recognition of social worker"s role for family and community service was insufficient.
From the results of this study suggest that employment of social worker should be carried out in child care centers in order to improve quality of child care service. In addition, recognition of social worker"s roles along with contents of comprehensive child care services in a child care centers should be conducted through education in child care information center and education for child care teachers so that child care services may contribute to family and community as well as children. Items of comprehensive child care services for children, family and community must be added in items of assessment accreditation system of child care centers.

국문 초록 (Abstract)

본 연구는 보육시설에서 저소득 부모들의 포괄적 보육서비스에 대한 만족도와 사회복지사의 역할에 따른 서비스 효과성을 파악함으로써 보육시설에서 사회복지사의 필요성과 역할 인식에 대해 규명하고자 하였다. 이를 위하여 부산광역시 보육시설 중 사회복지사가 고유 업무를 실천하고 있는 3개소 어린이집의 저소득 부모 109명과 사회복지사가 없는 3개소 어린이집의 저소득 부모 143명을 대상으로 설문조사를 실시하여 다음의 결과를 도출하였다.
첫째, 포괄적 보육서비스의 내용면에서 과외교육활동을 제외한 건강, 영양, 정서적 지원, 정보 및 의뢰, 지역사회교류 부분의 서비스에 있어서 사회복지사가 근무하고 있는 보육시설의 저소득 부모의 서비스 만족도가 사회복지사가 없는 보육시설의 저소득 부모의 서비스 만족도 보다 높은 것으로 나타났다. 둘째, 보육시설에서 포괄적 보육비스 실천을 위한 사회복지사의 필요성에 대한 조사에서는 전체적으로 ‘필요하다’는 응답이 매우 높은 비율을 차지하였다. 셋째, 사회복지사의 역할에 따라 정서적 지원서비스와 정보 및 의뢰서비스의 만족도에 유의미한 차이가 있었다. 이러한 연구결과를 통해 보육시설의 포괄적 보육서비스 실천을 위한 사회복지사의 채용은 보육시설을 이용하는 아동과 부모에게 보다 나은 서비스를 제공하고, 질 높은 보육으로 나아가기 위한 선결과제 임을 알 수 있었다.
