경쟁력 강화를 위한 도축산업시설의 구조조정 방안 = Restructuring Plan for the Structural Regulation of Slaughtering Plants to Improve Competitiveness

국문 초록 (Abstract)

“미국산 쇠고기 수입반대 촛불집회” 가 시작된 2008년 5월은 미국 도축산업시설을 부각함과 동시에 우리나라 도축산업시설의 위생 상태를 점검하는 계기가 되었다. 도축산업시설은 안전한 축산물을 생산하는 공급기지로서 중요한 역할을 담당하고 있지만 현실적 문제에 직면하여 1977년 515개의 시설이 2008년 106개로 축소되는 상황을 초래하였다. 현재도 업계 간의 과다경쟁과 외국 축산물 수입확대로 경영 위기가 도래하여 경쟁력을 점차 잃어가고 있다. 이에 정부는 경쟁력 향상을 위해 농림수산 식품부 주관으로 “도축장구조조정법”을 제정, 도축산업시설을 30~40여개로 축소하는 구조조정을 진행하고 있다. 구조조정의 취지는 시설의 대규모화를 통해 위생수준을 향상하여 국제 경쟁력을 확보하기 위함이다. 그러나 의도와는 달리 지원금 확보, 정부와 도축산업계의 극명한 의견차로 구조조정은 난항을 거듭하고 있다. 이에 본 연구는 우리나라 도축산업시설의 경영 실태를 분석하여 정부·도축산업계의 의견에 부합하는 현실적인 구조조정 시나리오를 탐색·제안하는 연구를 하고자 한다.

다국어 초록 (Multilingual Abstract)

In May 2008, the "Candle demonstration against U.S. beef imports" began, which became a turning point in the understanding of Korea' s food culture. This happened because slaughterhouses in the United States were to receive the same opportunities as their Korean counterparts according to the Korea-US Free Trade Agreement (FTA). In Korea, there were 106 slaughtering plants in 2008, a reduction from 515 such plants in 1977. However, general understanding by the public about the operation of slaughtering plants remained at a very low level. Moreover, the number of slaughterhouses will be reduced further because of the excessive competition introduced and enhanced by the FTA and as a result, the livestock industry has begun to lose its competitive power. In order to improve that competitiveness, the government has enacted a law to restructure slaughtering plants, which will further reduce the number to about 30 to 40 such plants.
This research is intended to help the revitalization process become the basis for the restructuring of slaughterhouses and to provide management the opportunity to improve the operational efficiency of Korean slaughtering plants.
