군 교육기관의 교육성과 제고를 위한 신교수법 확대 적용 방안 : 해군사관학교 영어교육을 중심으로 = Expanding New Teaching Methods to Improve Outcomes in Military Education : The Case of English Education at the ROK Naval Academy

국문 초록 (Abstract)

21세기에 들어서 안보환경이 변화하고 테러 등 새로운 초국가적 위협이 대두되고 있는 새로운 환경에서 임무를 수행해야 하는 해군 장교들에게 영어 능력은 필수적인 역량이다. 대한민국 해군사관학교(ROKNA)는 해군 리더십 양성을 위한 국내 최고의 교육기관으로서, 졸업생들이 기술적·전술적 전문성뿐 아니라 고도의 영어 의사소통 능력까지 갖추도록 해야 한다. 이러한 요구는 동맹국 해군과의 연합훈련 빈도 증가, 국제 평화유지 임무 참여, 그리고 글로벌 해양 외교의 필요성 등에서 비롯된다. 그 결과, 영어로 효과적으로 소통하는 능력은 더 이상 보조적인 자산이 아니라, 한국 해군 장교의 작전 준비태세와 직업적 성장의 핵심 요소가 되었다. 이처럼 영어의 중요성이 높음에도 불구하고, 해군사관학교의 영어 교육 방식은 여전히 전통적인 교수법에 크게 의존하고 있어 그 효과성에 의문이 제기된다. 여전히 대부분의 영어 수업은 교사 중심의 강의나 암기식 학습에 의존하며, 실제적 의사소통이나 협동 학습의 기회는 제한적이다. 이에 반해, 플립러닝과 블렌디드 러닝과 같은 교육 혁신은 전 세계 고등교육 및 언어교육 분야에서 큰 주목을 받고 있다. 이 중 플립러닝은 직접적인 지식 전달을 교실 밖에서 진행하고, 교실 내에서는 상호작용 및 응용 중심 활동에 집중함으로써 언어 능력, 학습자 자율성, 동기부여를 향상시키는 것으로 나타났다(Bergmann & Sams, 2012). 이 논문은 해군사관학교 영어 교육에 플립러닝을 즉각 도입하는 것이 반드시 필요하며, 실현 가능하다는 점을 주장한다. 이를 위해 특히 국내 선행연구들을 통해 최근 동향을 살펴보고 해군사관학교의 플립러닝 도입방안에 대해 제언하고자 한다.

다국어 초록 (Multilingual Abstract)

In the increasingly complex and multinational environment of the 21st century, English proficiency has become an essential competency for naval officers. The Republic of Korea Naval Academy (ROKNA), as Korea’s premier institution for cultivating naval leadership, must ensure that its graduates possess not only technical and tactical expertise but also advanced English communication skills. Such demand arises from the increased frequency of joint exercises with allied navies, participation in international peacekeeping missions, and the growing need for global maritime diplomacy. Consequently, the ability to communicate effectively in English is now a core element of operational readiness and professional development for Korean naval officers. Despite the growing importance of English, the Naval Academy’s English instruction still heavily relies on traditional teaching methods, calling the effectiveness of current approaches into question. Most classes are teacher-centered and memorization- based, limiting opportunities for practical communication and collaborative learning. In contrast, innovative approaches such as flipped learning and blended learning have garnered significant attention in global higher and language education. Among these, flipped learning—in which knowledge delivery takes place outside the classroom, allowing in-class time to focus on interaction and application—has been shown to enhance language proficiency, learner autonomy, and motivation (Bergmann & Sams, 2012). This paper argues for the urgent and feasible adoption of flipped learning in the Naval Academy’s English program. Through a review of recent domestic research, it examines current trends and proposes specific strategies for implementing flipped learning at the Republic of Korea Naval Academy.
