지역문화예술회관의 역할과 운영방안 연구 : 강동아트센터를 중심으로

국문 초록 (Abstract)

1시군․구별 1개의 문예회관을 건립하려는 정부의 정책으로 많은 지역문화예술관이 생겨나고 있다. 지역문화예술관은 지역민들의 재원으로 건립되는 만큼 공공성을 잃지 말아야 하며 지역민들에게 보다 많은 혜택이 돌아가야 하지만 제대로 운영되고 있는 곳이 적다.
현재 강동구에서 준공한 강동아트센터는 정부의 정책에 의해 건립되어진 공공극장으로 강동구민의 재원으로 운영되어 지기에 ‘공공성’이 우선시 되어야 한다. 따라서 본 연구에서는 강동아트센터의 설립취지인 공공성을 살리기 위한 운영방안과 프로그램에 대해서 연구하였다.
설문조사를 실시하였는데, 그 결과 강동아트센터의 건립사실에 대한 관심도는 낮은 편이었지만 꼭 있었으면 좋겠다는 의견은 높게 나타났다. 주민들이 가장 원하는 장르의 공연은 뮤지컬이었고, 수준 높은 공연을 저렴한 가격에 관람 할 수 있기를 기대하는 것으로 나타났다.
설문조사를 기초로 연구한 결과 운영방식에 있어서는 가장 안정성이 높은 구청 소속의 운영방식으로 하나, 이 경우 발생되는 문제점인 전문성이 떨어지는 점을 보완하기 위해 극장 장을 전문 인력으로 채용하는 형태를 제시하였다. 공연의 프로그램은 어느 특정한 장르를 위주로 하기 보다는 지역민들이 원하는 장르를 극장의 규모와 상황을 고려하여 다채롭게 개발하는 것이 바람직하다. 또한 일반적인 극장처럼 저녁시간 위주로 공연을 하기 보다는 학생들이나 전업주부들처럼 낮에도 시간이 되는 지역민을 위한 프로그램도 염두에 두어야 할 것이다. 또한 공연프로그래밍 뿐만 아니라 주민 참여 프로그램을 개발하여 공연 시 간단한 안내, 티켓 팅 등을 자원 자들을 활용함으로써 지역민들의 참여도를 높이고 주인의식을 높이는 방안이 모색되어야 하며, 학교 밀집지역이라는 특성을 살려 학생들에게 문화 교류의 공간을 제공함으로 또래집단의 건전한 문화 구축과 자연스런 예술교육의 장을 마련해야 한다.
강동아트센터는 지역주민들의 가까운 곳에서 예술적 수준을 맞춰주어 대중적인 공연을 함으로 접근 성을 높이고, 예술향수기회를 확대시켜주어야 한다. 또한 지역주민들의 지속적인 방문을 유도함으로 고정고객을 확보함으로 지역주민들의 예술적 수준을 높여주어야 한다.

다국어 초록 (Multilingual Abstract)

Korean government approved a policy to make a cultural art center per every city, and it is in progress. Since the cultural art centers are being built with the tax, it has to be for the public, and citizens need to get the most of the benefit of it. However, there are not many cultural centers that manage them for the public. The Gang Dong Art Center, a public theatre, has recently been built in Gang-Dong Gu, and the governement has been managed it with the tax which means the priority of managing system needs to be the publicness. This research paper is about the purpose of the estabilishment and the management system program of the Gang Dong Art Center.
From the interview, it appears that citizens are careless about the fact that the Gang-Dong Cultural Art Center is being built, but they seem very exicting about having one. Citizens pick the musical as their most favorite genre, and it also appears that they want the high quality shows with inexpensive ticket prices.
The research based on the interview shows that the managing system needs to be under the Gang-Dong Gu office for the public which the office is trying to hire professionals to suppliment the problem about the shows being unprofessional. To put up the professional shows, the Gang-Dong office has to consider the size of the theatre and availability of the equiments, but it will be desirable to put up the shows professionally. Also it will be the best if they can put up the shows with favored genre by citizens than putting up certain genres only. Also, the office needs to bear in mind about setting the show times not only in the evenings but also in the afternoons for students and house wives. Since Gang Dong Gu is a school concentrated area, the office should also consider involving student by employing students as ushers and other to offer culturally sound activities to them. Offering these jobs would not only offer sound activities but also ownership. Ownership will not only keep the theatre running but also will help the citizens to grow culturally.
The Gang-Dong Cultural Art Center needs to put popular shows a lot to offer the easy access to them. To increase the cultural level of citizens, they also need to lead them to be able to keep visiting the center.
