정보통신기술(ICT) 규제가 국가경쟁력에 미치는 영향 = A Study on the Effect of ICT Regulation on National Competitiveness

This paper investigates global competitiveness from the perspective of information and communication technology (ICT) and empirically analyzes the effects of ICT-related regulations and laws on national competitiveness. As a result of analyzing statistical data of various global informatization indices, it explains that ICT related regulations and laws that can be combined and utilized industrially as well as ICT infrastructure level are important. In order to examine the effect of ICT regulations on national competitiveness, panel analysis is conducted using data from OECD and G20 countries for 2009-2016. As a result of the empirical analysis, it finds that the improvement of ICT regulation positively affects national competitiveness, business sophistication, and innovation & sophistication factors. In this paper, it can be suggested that the improvement of ICT regulation and law can enhance the national competitiveness through not only the growth of ICT industry but also the fusion with other industries.

국문 초록 (Abstract)

본 논문은 정보통신기술(ICT) 관점에서 글로벌 국가경쟁력을 진단하고 ICT 규제 및 법이 국가경쟁력에 미치는 영향을 실증적으로 분석한다. 글로벌 정보화지수에 대한 다양한 통계자료들을 분석한 결과 ICT 인프라 뿐만 아니라 ICT 규제 및 법 등 제도적 환경이 중요함이 발견된다. 구체적으로 2009~2016년 기간의 OECD 및 G20국가의 관련 데이터를 이용하여 ICT 규제 및 법이 국가경쟁력에 미치는 영향에 대해 패널분석을 한다. 실증분석 결과, ICT 규제 및 법의 개선이 국가경쟁력, 사업고도화(Business sophistication)와 혁신전문화(Innovation and sophistication)에 긍정적인 영향을 미치는 것으로 나타난다. 본 논문에서는 ICT 규제 및 법의 개선이 해당 산업의 성장뿐만 아니라 타 산업과의 융복합 및 경제 전반의 효율성 향상을 가능하게 하여 국가경쟁력을 제고시킬 수 있다는 시사점이 도출될 수 있다.
