According to the Korean Statistical Information Service (2010), population of the elderly people, who are over 65, has reached 11.17% of the total population in Korea. Observing the estimated population by age group (2010), the proportion of senior citizens compared to the total population would be 14.46% in 2018 which would enter the Aged Society, and it would be 20.83% in 2018 which would enter Post-Aged Society or Super-Aged Society. Economic problems as well as health and medical problems came along as we are facing problems regarding the increasing population of the elderly people through a rapid development of the aging population. Suffering from illness, poverty, loneliness, and idleness are so-called “The 4 Hardships of the Elderly People,” which has been the focus of the discussion of experts and field of academia of the senior welfare, and these problems are challenges and policy priorities for the nation and the society to step forward and settle these problems. Problem regarding the increasing of the elderly population has a direct connection to the senior human rights issues. In the study regarding the plan for senior rights guarantee of those who are relatively in weak position, the solution to the problem for the senior human rights of the elderly people were found by observing the law and regulations regarding the senior human rights in our country and by also observing the examples of the nations which entered aging society, to focus on the development of the senior human rights both inside and outside the country.
