세계질서의 복합 네트워크화와 개발협력모델의 분화 = The Complex Network of World Politics and the Divergence of Development Cooperation Models

This study sheds light on how, from the perspective of complex networking, development cooperation models of major donors have diverged. Major donors have attempted to redefine the policy objectives of development cooperation with the advent of the post-cold war era that in turn unleashed them to engage in aid competition. The increase in emerging state and non-state donors indicates that it is of paramount importance for government to work with other players. With this backdrop, donor governments concurrently undertook reform measures to streamline the policymaking structure as a means to form diverse networks with domestic and external players in order to deal with issues of coordination and cooperation among multiple players. This study aims to capture this changing dynamics of major donors’ development cooperation model in terms of networking with domestic and external players as well as policymaking structure.

국문 초록 (Abstract)

본 연구는 행위자 간 복합 네트워킹에 초점을 맞추어 주요 공여국의 개발협력모델이 변화하는 양상을 설명한다. 신흥 공여국과 비국가 행위자들의 부상으로 대표되는 행위자의 증가는 개별 공여국 정부가 연계해야 할행위자가 다양해지고 있음을 의미한다. 행위자의 복잡다기화에 따른 정책조정 및 협력의 문제를 해결하기 위해 공여국 정부는 다양한 형태의 네트워크를 형성하고 있다. 현실적으로도 주요 공여국들은 정도의 차이는 있지만 대체적으로 개발협력 관련 정책결정구조를 단순화하는 개혁을 실행하면서 국내외 행위자들과의 네트워킹을 다차원적으로 시도하고 있다. 본 연구는 이러한 문제의식을 갖고 정책결정구조뿐 아니라 국내외 행위자들과의 네트워킹을 모두 포괄하는 관점에서 주요 공여국들이 실행하고 있는 개발협력모델 변화의 양상과 성격을 포착하고자 한다.
