북한의 광물자원과 남․북 협력방안 = North Korea Mineral Resources and Its Plan of Co-Development Between South and North Korea

국문 초록 (Abstract)

부존량과 생산가능량을 고려할 때 북한은 세계적으로 경제가치가 높은 광물자원을 상당수 갖고 있는 것으로 분석된다. 반면에 남한은 광물자원 수요가 수입에 절대적으로 의존하고 있는 점을 감안하면 충분한 수요가 뒷받침될 수 있는 광물을 남․북이 공동 개발하는 것은 남․북 공히 경제적 효과를 얻을 수 있을 것으로 판단된다.
광물자원은 그 개발에 따른 투자자금을 원자재 형태로 회수할 수 있어 남․북한 간 청산결제의 주요 대상이 될 수 있으며 북한의 광물자원을 개발할 경우에는 수입의존도가 높은 남한에 수입대체 효과를 가져다준다. 북한 광물자원의 남․북한 공동개발은 북한지역의 개발을 필히 수반하게 된다. 이 같은 남․북 협력사업은 궁극적으로 남․북한 통합에 따르는 비용을 크게 절감시키는 요인이 될 것이다.
최근 금, 은 및 동 등의 금속광물 자원의 국제시세가 급속한 앙등을 보이고 있고, 국가 간에는 희귀광물류 등의 확보 문제로 인하여 자원이 국가분쟁의 한 축이 되고 있다. 따라서 향후 북한 광물자원 협력사업 분야를 외국자본들이 선점할 수 있으므로 대응방안 모색이 시급한 상황이다.

다국어 초록 (Multilingual Abstract)

North Korea is considered to have a substantial amount of mineral resources which are highly valued economically internationally in terms of the stock and productive amount of mineral resources. The mineral resources for South Korea, on the other hand, is fully dependant on import in order to satisfy the demands. Taking this fact in consideration, it is accounted that the co-development between South and North Korea of mineral resources that will sufficiently satisfy the demands will bring positive economical effects both to North and South Korea.
Funds invested in the development of mineral resources can be collected in the form of raw materials and thus be a major method for the clearance settlement between South and North Korea. In addition, developing mineral resources of North Korea will result in import substitution for South Korea. Development of the regions of North Korea will indubitably be accompanied with the co-development of North Korea's mineral resources. A collaboration industry as such between South and North Korea will ultimately be the key factor in reducing unification costs.
The recent international market prices for metal resources such as gold, silver and copper has shown a sudden increase and problems resulting from the acquisition of rare mineral resources by countries have brought mineral resources as a axis in international disputes. As such, foreign capital may compete for the preoccupancy of the collaboration industry field for North Korea's mineral resources and therefore, effective counter-plans are in dire need.
