장학금 지원 정책의 변화가 대학생의 학업성취에 미치는 영향 분석

국문 초록 (Abstract)

본 연구는 한국교육고용패널(Korean Education and Employment Panel Survey: KEEP)의 5차년도(2008년)부터 9차년도(2012년)까지의 데이터를 활용하여 장학금 지원 정책의 변화에 따른 장학금 수혜 효과의 변화 양상을 분석함으로써 2009년 장학재단의 설립 이후 지속적으 로 이루어진 장학금 지원 정책 변화의 타당성을 실증적으로 분석하는데 연구의 목적이 있 다. 이에 본 연구에서는 장학금 수혜자의 관찰되지 않은 이질적인 특성을 통제하기 위한 고 정효과모형(Fixed Effect Model)과 함께, 장학금 정책의 변화에 따른 정책 효과의 변화 양상 을 모형에 반영하기 위한 비교 단절적 시계열모형(Comparative Interrupted Time Series)을 활용하여 장학금 지원 정책의 평균적인 학업성취도 제고 효과와 함께, 장학금 지원 정책의 변화에 따른 장학금 정책 효과의 변화 양상을 시계열적으로 각각 분석하였다. 본 연구를 통해 도출된 주요 분석 결과는 다음과 같다. 첫째, 지난 5년간 시행된 장학금 지 원 정책은 평균적으로 대학생들의 학업성취에 긍정적인 영향을 미치는 것으로 나타났다. 둘 째, 분석 대상 기간 동안 장학금 지원 정책의 학업성취도 제고 효과는 시간이 지날수록 감소 하다가 장학금 지원 정책의 시행 양상에 있어 획기적인 변화가 발생한 2012년을 기점으로 다 시 증가하는 추세를 보이는 것으로 나타났다. 이러한 분석 결과는 국가장학금의 수혜 범위 및 지원액을 대폭 확대시킨 장학금 지원 정책의 기조 변화(2012년)가 대학생들의 학업성취 제 고 측면에서 효과적이었으며, 타당한 정책적인 선택이었음을 의미한다. 본 연구는 이러한 분석 결과를 바탕으로 정부가 장학금 지원 정책의 확대 및 강화를 추진 하는데 있어 단순히 장학금 지원 정책의 효과 유무에만 초점을 맞출 것이 아니라 정책 변화 에 따른 장학금 정책 효과의 변화 양상까지 동시에 고려하는 패러다임 변화가 필요함을 정책 적 시사점으로 제언하는 바이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the aspect of scholarship effect transition by changing the scholarship policy and to examine the validity of the scholarship policy change which has continued after establishing the scholarship foundation in 2009. This study utilized the Korean Education and Employment Panel Survey (KEEP, 2008~2012). This research applied two quantitative methodologies. The first is the Fixed Effect Model which controls unobservable and heterogeneous characteristic. The second is the Comparative Interrupted Time Series Model which reflects the aspect of policy effect transition. Therefore, we analyzed not only the average effect of the scholarship policy on college student's academic achievement but also the aspect of scholarship policy effect transition by considering time sequential change. Our results are as follows. First, the scholarship policy which has been conducted for 5 years has a positive effect on college student's academic achievement on average. Second, during the analysis period, the scholarship policy effect on academic accomplishment level decreased as time went by, since 2012 year which has happened the change of scholarship policy, the effect has been increased again. This implies that the change of scholarship policy which expands benefit ranges and the amount of support (from 2012) obtains the desired results on student's scholastic degree. On the basis of these results, we suggest the government not only check whether the policy is effective or not for magnifying and intensifying the scholarship policy but consider the aspect of the effect transition of the scholarship policy simultaneously.
