음악 저작권 사용료 결정에 관한 연구- 음악3단체 전송 사용료 징수규정을 중심으로 = A Study on the determination of the music copyright royalty -focused on the collection regulations of KOMCA, FKMP and RIAK

다국어 초록 (Multilingual Abstract)

K-Pop accomplished a great outcome in recent years, however most music composers are still struggling against economic difficulties. The collection regulations of music transmission royalty is being blamed for this. It is pointed out that the system of the rules has problems and the royalty itself is too low. Considering above-mentioned problems, the collection regulations were revised twice in June, 2012 and in March, 2013. The core revision is a proportional royalty to the usage count. The usage-based pricing system aka PPS and PPD is internationally unusual. This paper examines the pros and cons of the usage-based pricing system and reviews the improvement direction of the collection regulations. It also picks major issues and check the validity of interested party’s argument.
