다시 국가와 정치로: 자본주의의 위기와 대안모색 = Bringing the State and Politics Back

국문 초록 (Abstract)

20세기 산업사회의 대표적 패러다임인 자본주의가 야기하고 있는 문제는 ‘이기적 개인의 욕구’와 ‘공동체의 집합적 복리 및 공존의 원칙’ 간의 모순이다. 고도로 발전한 시장에 대한 공적 규제력이 점점 약화되면서 경쟁시장의 자기조정 능력에 대한 보완과 수정의 기능은 저하되었고, 개인의 욕망이 시장을 통해 사적인 이익을 극대화하는 양식으로 발현되고 있다. 이대로는 자본주의가 성공할수록 자본주의 경제 자체의 내적불안정성 또한 증가하는 자기파괴적 경로를 걷게 될 뿐만 아니라, 정치공동체의 공익과 정당성을 위협하고, 자원고갈과 환경오염을 통해 인류공존의 물적기반을 파괴할 가능성이 높다. 이러한 상황을 타개하기 위해서는 국가와 공동체가 보다 적극적으로 경제적 역할을 담당하는 경제체제 운영방식을 고민해야 한다. 결국 시장과 자본주의의 정당성을 유지하는데 크게 기여한 것이 민주적 공동체의 개입이었던 것처럼, 국가의 경제적 역할과 공적영역의 확대가 오히려 공동체의 복리를 위협하지 않도록 하기 위해 결정적으로 중요한 것도 적극적인 정치참여를 통해 공동체의 이익을 보호하는 민주적 시민의 견제와 감시이다.

다국어 초록 (Multilingual Abstract)

The challenge of today’s liberal capitalism is the conflict between “individual interests and desires” and the “collective welfare and co-prosperity of the community.” While the state’s regulations against the highly-developed market is waning, the “invisible hand” is working not as a mechanism to enhance entire social interests but to maximize individual interests. Following this path, capitalism will become increasingly unstable and self-destructive, threatening the legitimacy of the political community and undermining the material basis of human being through resource depletion and environmental pollution. State capitalism, which is often regarded as an alternative to the Anglo-American liberal capitalism, is suffering even more serious internal instability and issues of inequality. What is necessary is more active economic role of the state under the close monitoring of the citizens, who actively participate in their democratic political communities.
