만주지역 대한적십자회 조직과 인도주의 활동 = The Korean Red Cross Organizations and Humanitarian Activities in Manchuria

This article studies the Manchuria branch organization of the Korean Red Cross and its activities under Provisional Government of the Republic of Korea. Through this study, I investigated the process of how the Red Cross branch in Manchuria was organized, the relationship between the Korean Red Cross branch and the local Independence Movement Group, the current status of the Red Cross branch in West Kando and North Kando, the activities of the branch, and the humanitarian activities of the Red Cross branch in Manchuria.
Branch and relief parties in the Red Cross in Manchuria were organized at Yuha-hyeon, Andong-hyeon, and Haeryong-hyeon in West Kando while the general office of North Kando of the Korean Red Cross was set up. Yuha-hyeon branch was located in the Sanyuanpu area of Yuha-hyeon and was closely related to the Hanjok Association, an Independence Movement Group. The Andong-hyeon branch seems to have worked with the Yeontong System under Provisional Government of the Republic of Korea. Unlike other regions, the Red Cross relief party was set up in Haeryong-hyeon where it engaged in direct medical activities. The general office of North Kando of the Korean Red Cross was identified in North Kando, and it has been verified that the office played a role in conveying official documents and news published by the Korean Red Cross to various Independence Movement Groups.
The Korean Red Cross spread the Independence Movement as it performed humanitarian activities in Manchuria. The members of the Andon-hyeon branch of the Korean Red Cross collected donations and recruited additional members by sneaking into Korea as part of the Independence Movement against the installation of Provisional Government of the Republic of Korea and the revival of the Yeontong System. The humanitarian activities of the Korean Red Cross in Manchuria were shared via the Korean Red Cross Cheongyeonseo. Cheongyeonseo Red Cross workers shared news of the situation of immigrant Koreans who were harmed by the Hunchun incident and the Kando Disastrous Accident, circulating a petition for support.
Another humanitarian activity was to establish hospitals in Manchuria and train nurses. As the vice-chairman and the deputy chairman at the Korean Red Cross, Ahn Jeong-kun appealed to the General Assembly of the Red Cross several times for medical support for Manchuria. Female independence activists took the lead in recruiting and training nurses. Just as the Korean Female Patriotic Society in the domestic region was connected to the domestic branch of the Korean Red Cross, the Kando Korean Female Patriotic Society (Aeguk Buinhoe) was also closely associated with the activities of the Red Cross and the recruitment and training of nurses.

국문 초록 (Abstract)

본고는 대한민국임시정부 대한적십자회의 만주지회 조직과 활동을 밝히기 위한 연구이다. 대한적십자회는 한인들이 거주하는 미주, 러시아, 중국 관내 등지에 지회가 설치되었고, 이에 대한 연구도 이루어진 바 있다. 하지만 대한적십자회가 만주지역에도 지회를 설치한 것에 대해서는 지금까지 알려지지 못했다. 이번 연구에서는 대한민국임시정부 자료와 『독립신문』, 『안창호일기』, 『이승만동문집』 등과 일제 측 기록, 신문자료 등을 통해 만주지역에서의 적십자지회의 조직과 활동을 살피고자 했다. 구체적으로 만주지역 적십자지회가 조직되는 과정, 대한적십자회지회와 독립운동단체와의 관계, 서간도와 북간도의 적십자회 지회 설치 현황, 지회의 활동, 만주지역 적십자지회의 인도주의 활동 등이 그것이다.
만주지역 적십자지회는 서간도에는 유하현, 안동현, 해룡현에 지회 및 구호단이 조직되었고, 북간도에는 대한적십자회 북간도 총사무소가 설치되었다. 「대한적십지회 지회 규칙」을 통해 만주지역에 조직된 적십자 지회가 어떻게 조직되고 어떠한 활동을 하였는지 가늠할 수 있었다. 서간도의 유하현 지회는 유하현 삼원포에 위치해 있었으며 독립운동단체 한족회와 밀접한 관련을 가지고 있었다. 안동현 지회는 안창호가 주도하였으며 대한민국임시정부 연통제와 함께 활동하였다. 해룡현에는 다른 지역과 달리 적십자구호단이 설치되었고, 직접적인 의료적 활동을 전개했음을 알 수 있었다. 북간도에서는 대한적십자회 지회로 명명된 단체는 발견하지 못했다. 그러나 자료를 통해 대한적십자회 북간도총사무소가 확인되었고, 이 단체가 대한적십자회의 지회 격으로 여러 독립운동단체에게 대한적십자회에서 발표한 공문, 소식 등을 전달하는 역할을 맡았음을 확인할 수 있었다.
대한적십자회는 만주지역에서 독립운동과 인도주의활동을 전개했다. 대한적십자회의 안동현지회의 회원들은 국내에 잠입하여 의연금과 회원을 모집하였는데, 이는 대한적십자회의 활동이자 대한민국임시정부의 거류민단 설치와 연통제 부활과 관련한 독립운동이었다. 대한적십자회의 만주지역에서의 인도주의활동은 「대한적십자회 청연서」을 통해 알 수 있었다. 대한적십자회에서는 청연서를 통해 훈춘사건과 간도참변으로 피해를 입은 이주 한인들의 상황을 전달하며 이들을 위한 지원을 청원하였다.
또 다른 인도주의 활동은 만주지역에 병원을 세우고 간호원을 양성하는 것이었다. 안정근은 대한적십자회 부회장이자 회장대리로써 적십자회 총회에서 여러 차례 만주지역에 대한 의료적 지원을 주장하였고, 병원 설립과 간호원 양성 실현을 위해 노력했다. 만주지역 간호원 양성에는 여성독립운동가들이 주도적으로 참여하였다. 국내의 대한민국애국부인회가 대한적십자회 국내지부와 연결되어 있었던 것처럼 간도애국부인회 또한 적십자활동, 간호원 양성에 적극적이었다.
