The purpose of this study is to examine whether the regional policy demand characteristics affect the support program for medically vulnerable. In consideration of the policy reality in which the local governments do not have a single hospital bed available for childbirth, an empirical analysis was conducted focusing on the support project for areas with poor medical care. As for policy demand, an independent variable, the size of childbirth beds as an infrastructure environment, the female population as an availability factor, and the maternal mortality ratio as a policy necessity were considered. The unit of analysis is the local government, and the analysis period was from 2019 to 2021, and a panel logistic regression analysis was used in consideration of the policy time lag. As a result, only the infrastructure factor was statistically significant. Thus, a support program that systematically reflects the regional policy demand is needed, and discussions on linkage and cooperation with other policies to improve the quality of medical personnel and services.
