한국 아동복지의 도전 = The challenge of Korean child welfare: Institutional environment and policy evaluation

국문 초록 (Abstract)

이 논문은 현행 한국아동복지정책의 목표와 내용을 변화하는 제도환경에 비추어 정책목표의 타당성을 평가하고 대안적 정책목표에 따른 정책방향을 제시하고자 하였다. 변화하는 제도환경은 인구구조와 가족의 변화, 아동권리에 관한 국제적 협약기준, 서비스의 다양성과 전문화, 전달체계의 변화를 포함하였다 Chambers의 가치비평적 정책분석틀과 평가기준을 활용하여 현행 정책목표의 타당성을 평가하였고, 정책목표와 급여, 자격, 재정, 서비스 전달의 정책내용간의 상호관계를 중심으로 정책내용의 타당성을 평가하였다. 또한 한국아동복지제도의 장기적인 발전목표로서 사회보장, 가정보호, 지역사회중심보호, 아동만전과 권리보장을 포함한 네가지 체계의 아동복지 모형(안)을 제시하였다. 영역별 정책의 목표는 명확성을 갖고 측정가능한 세부목표로 제시되어야 할 것이 지적되었다. 각 영역별로 정책목표의 실현 에 적합하도록 급여와 서비스, 자격, 재정과 서비스전달이 명시적인 정책목표를 반영한 정책내용을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study was designed not only to evaluate the goal and contents of current child welfare policy of Korea in view of the changing environment of policy and institutions, and also to present the direction of alternative policy. In the changing environment are included the structure of population and family, international standard of UN Convention on the Rights of Child, diversity and professionalization of services and delivery system. The verification of policy goal was estimated by the framework and evaluation criteria for the value-critical appraisal of social policy & programs, which was developed by Donald Chambers. Analysis is focused on the policy goal & objectives and the interactions between policy goal or objectives and benefit, entitlement rules, financing methods and service delivery. Also this study presented an alternative model of Korean child welfare policy, composed of four-fold systems, including social security, family care, community-based care, children`s safety and rights. It is stressed that each policy goal and objective should be presented with clarity, measurability, and manipulability. Furthermore, benefits, entitlement rules, financing methods and service delivery of child welfare policy and programs should reflect the policy goal and objectives. And the government policy should be evaluated by the quality standard of child welfare.
