논리모델을 이용한 프로그램 이론 구축 = Building Program Theory Using Logic Model: A Case Study from the Bridge Project

국문 초록 (Abstract)

본 연구는 현장에서 운영되고 있는 프로그램 사례에 대하여 프로그램 이론을 구축함으로써 프로그램 평가의 논리성과 현장에서의 유용성을 높이려는 시도이다. 프로그램 이론을 구축하는 과정은 두 단계로 진행되었다 우선 현장 프로그램 관계자의 참여로 프로그램의 작용 원리에 대한 가정을 발견하여 프로그램 이론을 구성하고, 다음으로 이렇게 도출된 프로그램 이론의 정당성을 기존 연구의 토대 위에서 검토하였다 프로그램 사례로 가출 청소년을 위한 거리상담 프로그램인 브릿지프로젝트가 활용되었다. 연구를 위해 인터뷰, 문헌자료, 포커스 집단 등 다각적인 자료 수집 방법이 사용되었으며, 프로그램의 논리적 흐름을 구성하는 유용한 도구로 논리모델이 사용되었다. 이와 같이 프로그램 이론을 구축하는 과정은, 기존 연구 기반 위에서 타당성이 인정된 프로그램 이론을 확보하고, 이로써 프로그램 평가를 시행하기 위한 토대를 마련하며, 프로그램 평가에 대한 현장 관계자들의 역량을 향상하는데 기여한다고 논의되었다.

다국어 초록 (Multilingual Abstract)

This study demonstrates the process of developing a program theory using a logic model. The Bridge Project, an outreach program for youth who ran away from home or are at risk of running away, is used for a case study. The author initially explores the programs logical steps to accomplish the intended outcomes and then investigates their relevance to current research knowledge. Interviews, documents, and focus groups are utilized to collect the data. Nine people including practitioners. a manager, a coordinator. and a volunteer of the program participated in this study. In this study. the author helps the stakeholder construct a logic model that clarifies the conditions of the client and systems. program components. activities. intermediate outcomes, instrumental outcomes. and ultimate outcomes. Drawn from the logic model, a program theory is stated as follows: The program will help youth who ran away or are at risk of running away to develop into a healthy member of society (1) by enhancing their accessibility to services and (2) by constructing an extensive social network in the community. The program theory is approved after examined in the context of research-based knowledge. The author suggests the process of building a program theory can be beneficial in that not only the program can gain a program theory that is supported by research studies but also the stakeholders can enhance their capacities for program evaluation.
