이 논문은 세계평화를 위협하는 국가들의 경제적 속성과 인접국가와의 상호작용 패턴을 분석한다. 지금까지 평화위협은 무력충돌과 인도적 탄압 등 정치군사적 차원에서 주로 논의되었다. 하지만, 열악한 경제여건은 국가 내부의 집단과 국가들의 공격적 성향을 자극하고 그만큼 세계평화를 위협한다. 이 논문에서 불량국가를 포함한 평화위협국가의 경제적 속성을 분석한 결과, 이들은 소득수준, 경제성장, 대외적 개방성, 국제규범 준수 등의 면에서 글로벌 평균치는 물론 여타 저소득국가의 수준에도 미달하는 경향을 보였다. 또한 평화위협은 단순히 개별적 속성만이 아니라 이웃국가와의 상호작용의 산물이기도 했다. 따라서 평화위협의 잠재력을 약화시키기 위해서는 개별국가 차원의 경제상황 개선 노력과 더불어 평화위협의 지리적 확산을 차단하기 위한 대책이 요구된다. 특히 북한의 경우 상대적으로 고립된 평화위협 국가라는 점에서 지역적 이니셔티브를 활용하는 것이 보다 효과적인 대응책이 될 것이다.

This article examines the economic attribute and its interactive pattern of peace-threatening states. Threats to world peace have so far been discussed mainly from the politico-military perspective of violent conflicts, humanitarian repression, and human rights violations. However, worsening economic conditions can put world peace at risk, by stimulating the aggressiveness of domestic groups as well as states. Statistical analyses of economic characteristics of peace-threatening states show that they fall far short of the global and LDCs’ averages of income, economic growth, external openness, and compliance with international norms. At the same time, peace-threatening behavior appears to be the product of interaction with neighboring countries. These findings imply that effective responses to peace threats would be making efforts to improve the economic conditions of fragile and rogue states, as well as geographically isolating the peace-threatening tendencies.
