The purpose of this study is to develope the main algorithm of prioritization and alternative selection of the maintenance and rehabilitation, and to associate the algorithm with the database of pavement. Emphasis is laid on developing a simple algorithm and a flexible decision criteria so that the users can use the PMS without practical difficulty. The algorithm is designed in such a way that the users can modify the decision criteria, if necessary, and make the final decision in both network and project level.
