우리나라 노권운동의 과제와 전망

국문 초록 (Abstract)

최근 들어 고령화 사회에 대비한 노인복지대책에 대한 문제가 사회적 이슈로 대두되고있다. 고령화 사회에 있어서 노인 삶의 질을 향상시키기 위해서는 정책 결정권자의 성의 있고 책임 있는 결단과 의지가 중요하지만, 정책 결정권자들의 능력을 배가시킨다는 측면에서 노인복지정책에 대한 감시활동이나 시정을 촉구하기 위한 노인 사회의 적극적인 권익옹호노력이 필요하다는 인식이 확대되고 있다. 그러나 한국 사회는 빠른 속도로 인구의 고령화가 진전되고 있음에도 불구하고 선진국과 같이 막강한 정치적 압력단체로서의 노인사회가 형성되어 있지 못하다. 이러한 상황에서 본 연구는 한국사회에서의 노권옹호 운동의 전개과정을 다각도로 분석하여 앞으로 고령사회, 또는 고령화사회에서 노인단체가 취해야 할 역할과 노인문제 해결을 위한 노권옹호 운동의 바람직한 방향을 제시하였다.

다국어 초록 (Multilingual Abstract)

Korea has been entering the country of so-called the Aging Society, where more than 7 percent the total population is the elderly. In manipulating main policies to enhance quality of elderly life, role of social organization or self group of the elderly is essential as much as political leaders` determination. In the United States, a slogan of "revealing injustice beneath the aura of the affluent society" arises since 1960s, and a number of legal measures such as Older American Act and Non-discrimination in Employment Act were constructed. In addition special issues such as alcoholism prevention, suicide prevention, consumer protection, and transportation services received special attention and supports nationwide. Most of these political advancements were primarily initiated by the elderly group. In Korea, national movements boostered by every age group pursuing improved human rights maintenance need to be initiated. Particularly, hidden and neglected group of the elderly in needs should be the first target of national supports. For the nation-wide movements for improved welfare state and human rights of the elderly, social support group of the elderly rights need to be activated.
