국제지적표준 분석을 통한 한국의 지적표준화 전략 = Strategies for the Korean Cadastral Standardization through Analyses of the International Cadastral Standard

국문 초록 (Abstract)

지적사무는 지속 가능한 개발을 지원하기 위한 국가의 중요한 공간정보인프라 역할을 수행하고 있으며, 토지정보 관리, 부동산 개발, 토지이용 관리, 세금과 토지분쟁 등의 핵심기능 등 사회, 환경, 경제적 요소들과 유기적으로 연결되어 있다. 그러나 교통, 해양·수자원, 시설물, 행정경계, 지형, 측량기준점, 위성영상 및 항공사진 등 기본공간정보의 표준화 사업이 비교적 활발히 추진되어왔던 것과는 달리 지적은 표준화 분야에 적극적이지 못했던 것이 사실이다.
따라서 본 연구에서는 지적정보가 국가 기본공간정보로서의 역할을 충실히 수행하고 다른 정보들과 상호 연관성을 향상시키기 위해서는 지적표준화가 필요하다고 판단하여 공간정보 표준의 개념 및 필요성을 통해 표준화 사업의 중요성을 제시하고, 그동안 진행된 국내외 지적표준화 동향의 분석을 통해 시사점을 도출하며, 이를 통해 NGIS 체계 내에서 지적정보의 위치를 정립하고 지적의 미래를 설계할 수 있는 지적표준화 전략을 제시하고자 한다.

Cadastral affairs has been kept an important role as a National Spatial Data Infrastructure for supporting sustainable development. Also it is connected organically with land information & management, land use, land tax, land dispute surrounding society, environment, economy. In this perspective transportation, maritime, facility, administrative boundary, topography, national geodetic points, RS and orthophoto has been made a national standardization as the national basic spatial information but cadastre couldn't include a field of standard project.
Thus this paper is to propose the importance of the standardization business through analyzing concept and necessity of the cadastral spatial information because cadastral standardization can improve the interoperability with other spatial data based on the cadastral data as the national basic spatial data. Finally this paper leads to implication through analyzing trends of domestic and international cadastral standardization until now as well as to strategy of cadastral standardization for designing the future cadastral system within NSDI in Korea.
