As politics, economy, social atmospheres paying attention to citizens and regions have widely won the sympathy, local autonomy is emerging as an important agenda. Citizen autonomy in Goyang City has found values of the region and neighbors, suggesting on a governance model in which residents make plans and participate in for themselves. In the past, citizen autonomy was planned and operated by administrators or a few experts only. However, Goyang City has established and organized the citizen participatory municipal administration and the participatory system as a passage for local communities. Since the inauguration of Mayor elected by the fifth popular vote, experiments of “Goyang-typed” citizen participatory local autonomy implemented by comprehending various spectrums of the residents, such as politics, classes, ages, and genders, characteristically bsed on the system of citizen participatory municipal administration and the participatory system for local communities will be a concrete case for each local autonomy entity to minimize trial and error of citizen autonomy and the cost accompanied by the input of local resources and get rid of barriers detrimental to impetus of local autonomy. Thus, this study reorganized citizen autonomy of Goyang City, within which it attempted to interpret achievements and the future of local autonomous organizations and projects, while analyzing meanings by subdividing the contents of community vitalization which is the basis of citizen autonomy. Goyang City is implementing projects to revitalize town communities by intensively investing budgets and human resources through choice and concentration. The direction of citizen autonomy should aim to build “autonomous city prioritizing citizens” Who are more beautiful than flowers by gathering together through town community projects, raising and learning together, preparing foodstuffs together, sharing together, cultivating together and enjoying together.
