공공임대주택 공급정책의 문제점과 향후 과제 : 서울시 장기전세주택(SHift) 공급정책을 중심으로 = A Study on the Problems and Future Tasks of Public Rental Housing : Focused on Supply Policy of SHift in Seoul

국문 초록 (Abstract)

본 연구는 서울시 장기전세주택(SHift) 공급정책의 의의 및 도입배경, 공급현황 및 공급계획, 그리고 공급방안 등을 살펴보고 시프트 정책이 서울시민에게 미친 영향을 통해 성과를 살펴본 후 시프트 정책의 문제점 등을 파악하고 그에 따른 정책적 제언을 하는데 그 목적이 있다. 2007년 4월 장지지구와 발산지구를 처음으로 하여 시프트가 공급된 이래 2009년 8월 현재 10차 공급하였으며, 총 6,388세대를 공급하였다. 서울시 시프트 정책의 성과로는 첫째, 주택에 대한 사고 전환, 둘째, 공공임대주택의 고급화·중대형화, 셋쩨, 중산층 이상의 주택정책 대두, 넷째, 공공임대주택의 재고 확대 등이다. 문제점으로는 첫째, 시프트 공급정책 목표의 타당성, 둘째, 공급평형의 문제, 셋째, 시프트 공급을 위한 재정확보의 문제를 들 수 있으며, 향후 과제로는 첫째, 시프트 공급을 위한 재원조달 방안, 둘째, 공급확대 방안, 셋째, 가구소득에 따른 전세보증금 차등화 방안 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to propose new policy to be successful SHift in Seoul. In order to achieve this goal, we studied the supply situation and supply plan, and how to supply SHift. And we found the problems. Therefore, we proposed new policy. In 2007, SH corporation supplied SHift for the first time. For 2 years, SH corporation supplied total 6,388 housing unit. Performance of SHift policy are ① changing mind about housing ② the advance and bigger size of public rental housing ③ coming housing policy for more rich than citizen ④ increasing stock of public rental housing. The problems of SHift policy are ① the suitability of policy's goal ② supply size ③ financial affairs. Therefore, we proposed future tasks that ① the secure of financial affairs for SHift supply ② increasing SHift supply ③ different imposition by household income.
