아동시설의 프로그램 운영실태와 관련요인 = A Study on the Program of the Child Welfare Institution

국문 초록 (Abstract)

아동시설의 경우 최저수준의 보호단계를 넘어서 시설아동의 인간다운 삶을 실현하기 위해서는 아동의 심리·사회적 욕구를 충족시키기 위한 다양한 프로그램의 운영이 무엇보다도 중요하다. 본 연구는 아동시선의 프로그램 운영 실태와 프로그램 운영과 관련된 요인들을 살펴봄으로써 프로그램 활성화의 기초자료를 마련하고자 하였다. 프로그램 운영실태는 프로그램의 수와 프로그램의 내용, 프로그램의 기획주체와 수행주체 그리고 최근 이슈가 되고 있는 몇 가지 주요 프로그램의 운영을 중심으로 살펴보았다. 분석 결과, 아동시설의 프로그램 운영은 운영하는 프로그램 수에 있어서 아직 활발하지 않았으며 시설간 편차도 큰 것으로 나타났다. 프로그램의 내용은 아직 몇 가지의 프로그램으로 한정되어 있으며 아동의 개별적 욕구충족에 필요한 전문적 프로그램은 매우 적었다. 또한 프로그램의 기획주체와 수행주체의 면에서도 대부분의 프로그램이 시설 직원과 무급자원봉사자에게 의존하고 있어 프로그램의 전문성과 안정성을 확보하기 어려운 것으로 나타났다. 또한 신입소 아동 적응프로그램이나 희소관련 프로그램, 그리고 연 고자와의 관계향상 프로그램 등은 최근 시설아동의 욕구와 관련하여 중요한 프로그램으로 논의되고 있음에도 불구하고 이들 프로그램의 운영은 매우 저조한 것으로 나타났다. 프로그램 운영의 관련요인은 시설의 일반사항, 프로그램의 인적자원, 프로그램의 물적자원의 측면으로 나누어, 운영하는 프로그램 수와의 관계를 분석하였다. 분석결과, 시설의 종교, 시설의 대지 및 건평, 직원과 자원봉사자에 대한 자질개발 및 관리 프로그램 운영유무, 생활지도원 유무가 프로그램 운영과 유의미한 관계가 있는 것으로 나타났다. 반면 기관의 역사, 기관의 현원, 직원 수, 자원봉사자 수, 후원자와 후원조직의 수 등은 프로그램 운영과 유의미한 관계가 없는 것으로 나타났다. 이러한 결과는 일반적인 기대와는 상이한 것으로 시설의 프로그램 운영이 비전형적인 것에 서 비롯된 것으로도 해석된다. 특히 프로그램 운영의 중요한 물적자원으로 논의되는 후원자와 후원조직 수가 프로그램 운영과 관계가 없는 것으로 나타난 것은 대부분의 시설에서 자원이 부족하다는 것을 기본 전제로 하고 프로그램 운영비가 전혀 불필요하거나 적게 필요한 프로그램만 기획, 운영하기 때문인 것으로 해석된다. 인적자원의 경우도 대부분의 프로그램에서 직원이나 자원봉사자가 주체임에도 불구하고 이들의 수나 학력, 전문 자격증 유무와는 상관관계가 없는 것으로 나타난 반면 직원과 자원 봉사의 자질향상이나 관리 프로그램 운영과는 상관관계가 있는 것으로 나타났다. 이러한 결과는 인적자원의 주어진 조건보다는 인적자원에 대한 교육이 프로그램 운영에 영향을 주고 있는 것으로 추론된다.

다국어 초록 (Multilingual Abstract)

Effective program is important for the children s life in institution. In child welfare institution, the number of the programs is small. The kinds of the program contents are very limited and the program doesn`t include individual based services. In terms of the planner and the frontline staff, it is difficult to secure the expertise and stability of the program because most of the programs are dependent on the officers of the institution and the non-paid volunteers. The programs for the adaptation of the new entry, the after-care and the relationship between children and family, these are also scarcely run although they are told to be very significant. The relation between the number of the program and the factors expected to be influencial to running the program is analyzed. It is found that the number of the programs has relation with the religion of the institution, the land size and floor space of the institution, the existence of the training program for the officers and volunteers and the existence of the staff in exclusive charge of the program significantly. On the other hand, the number of the programs has no relation with the institution history, the number of children and officers, the number of volunteers and the number of the individual donators and organizational donators. This result is different from what is generally expected. Especially, it is out of the expectation that running the program has no relation with the size of donators. It can be understood that most of the institutions plan and run the programs which require no or little monetary cost on the promise of the lack of the resource. And the result of this analysis shows that the training of the human resource rather than the condition of the human resource is influential on the running the program in institution.
