∙ 본 연구는 의약품 온라인유통거래 안전관리 제도연구를 통한 정책 제안

▶ 연구결과
∙ 국내에서 개인간 혹은 사업자와 개인간 의약품온라인유통거래는 불법임. 국외에서 국내로 온라인거래를 통해 반입될 경우 의약품은 일반통관의 대상이 되며, 오남용 우려가 있는 특정 의약품들은 반입량이 제한됨
∙ 국외의 경우 미국, 캐나다, 영국, 독일, 호주는 일반의약품과 처방의약품(일부 오남용 우려 있는 의약품 제외)의 온라인거래가 허용됨. 일본, 프랑스, 중국은 일반의약품에 한해 온라인거래가 허용되며, 싱가포르는 의약품 온라인거래가 전면 불허됨.
∙ 의약품 온라인거래가 허용되는 경우에도 각 국가들은 온라인거래의 안전관리를 위해 정부 차원의 법적 관리체계를 마련하여 온라인약국의 적법성 및 의약품관리의 안전성을 기하기 위한 노력을 하고 있음. 이와 동시에 약사회 등의 전문가단체가 자율적인 질관리 프로그램을 만들어 온라인 거래의 안전관리자 역할을 수행하며, 미국 등의 경우에는 온라인 약국 인증 또한 전문가단체에 위임되어 이루어짐.
▶ 정책제언
∙ 온라인 의약품유통거래의 안전관리를 위해 현행 오프라인 유통 관리 기준 등을 온라인 유통에도 적용하는 것을 고려할 수 있고, 온라인 판매사이트의 적법성 확인 체계를 갖출 필요가 있어 보임

▶ Results
∙ Online drug sales is prohibited in Korea, and more tight regulations are applied when individuals order drugs via online sites based on other countries.
∙ Online drug sales are generally allowed in the U.S., U.K., Canada, Germany, and Australis for both generic and prescription drugs (although several exceptions for senstive drugs are applied). Japan, France, and China allow online drug sales only for generic drugs.
∙ Even when online drug sales are allowed, online drug sales are under strict control by government to verify the validity and safety measures of online pharmacies. Various non-governmental stakeholders, such as pharmacy association also actively involve online drug sales management particularly for quality control of online drug sales.
▶ Conclusion
∙ Quality management of offline company should be precedent in order to effective safety control and management of online drug sales.
