정비사업의 사업방식 결정에 영향을 미치는 요인 연구 : 조합방식과 신탁방식을 중심으로 = A Study on the Factors Influencing the Choice of Business Methods in Urban Renewal Projects : Focusing on the Association and Trust-Based Methods

국문 초록 (Abstract)

도심지 내 주택의 급격한 노후화로 정비사업의 중요성이 갈수록 대두되고 있는 상황에서, 정부는 기존의 조합방식과 함께 신탁방식이라는 새로운 사업방식을 도입하였다. 또한 정비사업 규제 완화 및 신탁방식 정비사업에 대한 제도가 개선되면서 정비사업 업계에서도 신탁방식 선택이 증가하고 있는 추세이다. 그러나, 대부분의 토지등소유자들은 신탁방식에 대한 이해가 부족하여 사업방식 선택에 어려움을 겪고 있다.
이에 본 연구에서는 조합방식과 신탁방식을 중심으로 정비사업의 사업방식 결정에 영향을 미치는 요인이 무엇인지 확인하고자 하였으며, 이를 통해 토지등소유자들이 사업방식을 결정하는데 필요한 방향성을 제시하고자 하였다. 우선 선행연구를 고찰하여 수익성, 신속성, 신뢰성, 전문성의 4가지 핵심요인을 도출하였으며, 각 핵심요인에 대한 세부요인을 결정하기 위해 전문가 집단을 대상으로 Focus Group Interview를 실시하였다. 최종적으로 도출한 4가지 핵심요인과 12가지 세부요인으로 AHP 분석모형을 구성하여 업계관계자 및 토지등소유자를 대상으로 총 69부의 설문 데이터를 확보하였으며, AHP 분석을 통해 각 평가 항목의 가중치를 도출하였다.
분석결과, 정비사업의 사업방식 결정 영향요인 구성에 있어서 핵심요인의 중요도는 수익성, 신속성, 전문성, 신뢰성 순으로 나타났다. 이를 바탕으로 토지등소유자가 정비사업의 사업방식을 결정하는데 있어 도움을 줄 수 있는 실천적 방안을 제시하고자 하였다.

다국어 초록 (Multilingual Abstract)

In South Korea, as urban housing faces increasing deterioration, the significance of renewal projects is being more widely recognized. In response, the government has introduced a new trust-based method alongside the conventional association-based approach. With regulatory easing and enhancements in the system for trust-based renewal projects, there is an upward trend in opting for this method within the industry.
Nonetheless, many landowners lack sufficient understanding of the trust-based method, which complicates their decision-making process.
This study aims to aid landowners in their decision-making by identifying the factors influencing the choice between the trust and association methods in urban renewal projects. Initial research led to the identification of four primary factors: profitability, expediency, reliability, and expertise.
Focus Group Interviews with experts were conducted to further refine these into twelve sub-factors. Subsequently, an Analytic Hierarchy Process (AHP) model was developed, incorporating these factors. Survey data from 69 stakeholders, including industry professionals and landowners, were collected and analyzed using the AHP method to determine the weights of each factor.
The analysis highlighted that the most crucial factors influencing the choice of renewal project method were profitability, expediency, expertise, and reliability, in that order. Based on these findings, the study offers practical recommendations to support landowners in selecting an appropriate method for urban renewal projects.
