한국전쟁과 소련의 유엔 안전보장이사회 결석 = 허사로 끝난 스탈린의 ‘실리’ 외교

국문 초록 (Abstract)

북한과 소련은 한국전쟁을 준비함에 있어서, 승리를 가로막을 수 있는 최대의 불확정 요소인 미국의 개입 가능성을 최후까지 배제할 수 없었다. 따라서 소련으로서는 미국의 참전을 유발할 위험성이 있는 행동은 절대로 삼가지 않으면 안되었는데, 자국 대표가 유엔 안보리에 출석해서 한국전쟁에 관한 심의에 참가할 경우, 바로 그런 대미자극 행위가 불가피해질 것이 예견되었다.
전례로 보아, 안보리는 헌장 제40조의 규정에 따라서 ‘잠정조치’ (정전 및 이전 경계선-38도선-으로의 철군요청)에 관한 결의안을 심의하고 채택하려할 것이 분명했는데, 여기서 소련 대표가 거부권을 행사하는 것은 자국이 이 전쟁의 공모자임을 공개적으로 시인하는 것이나 다름이 없었기 때문이다. 북한과 소련의 전쟁목적을 좌절시킬 수 있는 것은 물리적 힘을 결여한 유엔결의가 아니라, 미국의 군사개입이었던 것이다.
소련의 안보리 결석은 본질적으로 미국에 대한 정책이었으며, 북한의 승리를 더 확고히 다지기 위해서 스탈린이 신중하게 선택한 외교전략이었다.

다국어 초록 (Multilingual Abstract)

North Korea and the Soviet Union, in the course of their preparation for the Korean War, could not exclude the possibility for the United States' intervention to the last. Therefore, the Soviet Union had to refrain from dangerous actions that might provoke the United States' participation in the war. For instance, if the Soviet U.N.-delegate attended the discussional meeting of the Security Council on the Korean War, it would have incited an U.S. response. Judging from precedents, it was obvious that the Security Council, according to the provision of the Article 40 of the U.N. Charter, would attempt to discuss and adopt a Resolution on the "Provisional Measures" (a Cessation of Hostilities, Withdrawal to the former borderline-the 38th parallel). In this situation, if the Soviet delegate exercised his veto, it would have been tantamount to the Soviet Union's public admission of its conspiratorship in the war. Therefore, for the Soviet Union, conceding a U.N. Resolution destitute of physical power was thought better than provoking military intervention by the United States. The Soviet Union's nonattendance at the convention of the Security Council was Stalin's prudent and deliberate diplomatic strategy to consolidate the victory of North Korea.
