공공부문의 임금 결정요인 분석: 최근 재정경제위기의 맥락에서 EMU 국가 사례를 중심으로

국문 초록 (Abstract)

공공부문에서 임금비용을 안정적으로 통제하는 것은 매우 어려운 과제이다. 이는 공공부문이 사적 경제부문과는 달리 시장의 경쟁에 노출되어 있지 않다는 사실에 기인한다. 이러한 조건하에서 기존 연구들은 임금교섭의 제도변수에 주목하여 국가간 공공부문의 임금안정의 차이를 설명해왔다. 본 연구는 기능주의적 대안시각에서 공공부문의 임금 결정요인을 분석하고자 한다. 특히 정부재정과 거시경제의 상태에 주목하여, 이 변수들이 어떻게 공공부문의 임금안정을 유도하는지 설명한다. 이를 위해 본 연구는 최근 경제 위기시기 (2008-2010) 유로존 11개국 사례에 대한 퍼지셋 QCA 분석을 시도한다. 연구의 핵심 결과는 경제위기시기에 기능적 변수들은 공공부문의 임금결정과정에서 제도변수들의 영향력을 압도한다는 것이다.

Wage moderation is a difficult task in the public sector because of the lack of market discipline faced by public employers and employees. Given this constraint, most existing accounts suggest that the determinants of public sector wages are due to institutional characteristics of the national wage-setting system in question. In this article we suggest an alternative ‘functionalist’ explanation of public sector wage determination, with an emphasis on the role of public fiscal constraints and macroeconomic stress. Drawing on new data from 11 EMU countries during the recent economic crisis of 2008 to 2010 and engaging in a cross-national analysis using Fuzzy-Set Qualitative Comparative Analysis (fsQCA), we demonstrate that the functionalist explanation performs better than the institutionalist one in a crisis period.
