축제의 문화가치와 경제효과의 갈등과 조화에 대한 일고 = Analysis of conflict between cultural value and economic effect in the Local festivals

다국어 초록 (Multilingual Abstract)

This paper takes notices of the conflict between cultural value and economic effect in the local festivals that have increased rapidly in recent years quantitatively. But many festivals did not yet solve the problems with regard to the voluntary participation of the local inhabitants, the observance of intrinsic and cultural nature of festivals, the preservation of the local characteristics and value. Especially, because of the preference for the economic and touristic effect of local festival, in many communities, the importance of local cultural identity and communal consciousness are disregarded frequently and treated as secondary. To celebrate successfully the local festivals, we have to understand exactly the festival contents (traditional heritages, religions, arts, cultural characters etc.), and to devise the strategically well constructed plan to obtain the optimal result. To explain this point, the example of Mouan White Lotus Festival is analyzed, that is in the process of changing from the local eco-cultural festival to the national industrial festival. In the institutional dimension, the categorizing method of local festivals has to be diversified for the reasonable evaluation. And governmental (national and regional) support must comprise the binal system: direct financial support (celebration, events) and indirect support for festival infra-structure (re-socialization des inhabitants, club-activities motivation, etc).
