This paper treats of two controversial questions concerning the human rights problem in North Korea. First, what is the exact situation of human rights? Second, what human rights policy is feasible and effective toward North Korea? We measure the human rights in North Korea according to T. Landman`s method and examine the nature, causes, and recent changes of its human rights situation. After discussing theories and experiences relating to human rights compliance, we analyze the characteristics and limits of the Bush Administration`s policy toward North Korea, so-called hawk engagement, and propose principles and measures for an alternative policy, which can be named as a comprehensive and practical approach.
