As we enter the age of the multi-cultural society, children in multi-cultural families are becoming alienated by their learning capacity. A limited ability to understand Korean, which is needed for learning, leads to a severe gap in learning capacity. The main reason for the lack of progress among children in multi-cultural families is that they are not equipped with an adequate reading capacity. The essential element to a basic learning capacity is the ability to fully understand a text, in other words the ability to read and understand the Korean language. Practice of reading fluency is the key to efficient reading comprehension that is required for learning. The concept of fluency is expanding from separate sentence units to comprehension of conversations. Such a phenomenon shows that training in reading fluency can lead to a strong reading capacity. Of course it is very important to develop the fluency of a child`s reading ability and it is also the groundwork to become a proficient reader, but there are not so many researches made in the field of reading education of children in multi-cultural families. The problem of the reading skill development for children in multi-cultural families is that it is not dealing with such aspects like fluency and vocabulary, but only consider overall understanding of the text. In this situation it is difficult for children in multi-cultural families to define problems that they face in different aspects of reading and find the appropriate resolution. In this research we tried to study the evaluation and instruction that are required for developing reading fluency of children in multi-cultural families in order to become a proficient reader.
