Korea has achieved high economic growth based on rapid population growth and high economic growth rate in the 1960s. However, the economic growth rate of the IMF since the 1997 financial crisis and the global financial crisis in 2008 has been steadily declining. Therefore, there is a need for alternative urban development in order to solve the problems of existing urban development projects. In this study, we analyze the types and problems caused by the changes of the existing urban development projects as the low - growth age arrives, and find out the implications for the development of low - growth urban development models by examining the emerging alternative urban development models.
This study can be summarized as follows. First, we identify the types and problems of urban development and urban development projects that are under way in the times. Second, we review the relevant theories of alternative urban development models that are undergoing to overcome the problems of existing urban development projects, and compare and analyze the alternative urban development models in Korea and abroad. Third, AHP was conducted for urban planning experts such as academics (researchers), urban planning engineers, and real estate developers, focusing on key keywords for each operation stage derived from the alternative urban development model. This study aims to find implications for the development of alternative urban development model which should be considered according to the coming of age.
The results of this study can be summarized as follows. First, it was confirmed that the problems of the time of introduction were the shortage of industrial land, the lack of housing in the era of maintenance, and the problem of real estate speculation in the era of settlement. Second, as a result of case analysis, core keywords for land use method, major investment nature and profit distribution method were derived. As a result of deriving the detailed keywords for each keyword, the land ownership method was analyzed as public institution owned, nonprofit company, and profit company. Major investment characteristics were analyzed as monetary investment, social common value investment, affection and belonging investment, Three types of keywords were derived: sensible compensation, monetary compensation, and internal compensation. Third, AHP analysis shows that all experts have the most important factors such as profit distribution method, public institution ownership, monetary compensation, and monetary investment. In the case of academics (researchers), the most weighted method is the method of receiving compensations in the form of feeling among the profit distribution methods. In the case of Urban Planning ENG, it can be seen that the method of paying monetary benefits is weighted more heavily. Real estate developers were also often financially rewarded, with the greatest weight in the monetized way. Based on these results, the development of an alternative urban development model should be based on the importance of value - based compensation that is compensated by direct use rather than pursuing monetary value. In other words, we have made suggestions that it is important to make the most rational judgment by gathering opinions of experts from various fields.
