아동중심 아동지표 연구 = An Evaluation of the Outcomes since Korea‘s Ratification of Convention on the Rights of the Child

국문 초록 (Abstract)

본 연구는 한국의 유엔아동권리협약 비준 이후 아동권리협약이 담고 있는 이념과 가치들을 정책적으로 얼마나 구현하고, 국제적으로 약속한 아동권리 보장을 위한 조치들을 한국 정부가 어느 정도 이행해 오고 있는지를 평가하고자 하였다. 또한 아동권리 개선을 위한 전문 학계의 연구 노력을 탐색함으로써 아동권리협약 비준 이후의 성과를 검토하고자 하였다. 이를 위해 아동권리협약 비준 이후 20여년의 관련 법령 개정 내용과 아동 관련 의미 있었던 용역사업들을 정리하여 검토하고, 정부의 아동정책 수행의 결과로서의 한국 아동의 상태를 나타내는 주요 지표를 통해 아동의 생존과 보호, 발달권의 진전 및 유보적 상황을 드러내었으며, 관련 전문학회의 학술적 노력의 성과를 평가하면서 이를 토대로 향후 한국의 아동권리 보장을 위한 정책적, 학술적 과제들을 논의하였다.

다국어 초록 (Multilingual Abstract)

This study aims to evaluate some outcomes since Korea joined the UN Convention on the Rights of the Child (CRC) and searches for future tasks to improve the living conditions of Korean children. The enactment and revision of child related laws, some institutional changes and national reports to the UN Committee on the Rights of the Child by the Korean government are reviewed based on existing data and previous studies. The study evaluated the state of Korean children with respect to the rights to life, protection, and development. Some progress and limitations on the rights of Korean children were discussed and some suggestions are included in the study in order to realize the ideals of CRC and to improve the state of children are included.
