해외수련활동 운영 실태 및 개선방안 연구 = A Study on the Management Status and Alternatives of Oversea Camps

국문 초록 (Abstract)

본 연구는 현재 증가하고 있고 향후 보편화될 것으로 예상되는 해외수련활동(수학여행)의 운영과 관련한 현황과 문제점에 대하여 살펴보고, 문제점을 개선하는 방안을 마련하는 데 목적이 있다. 해외학생수련활동은 새로운 형태로 꾸준히 증가하는 것으로 나타났다, 연구 결과, 운영과 관련하여 1) 해외수련활동의 범위에 대한 개념 미정립, 2) 법령과 지침의 위반(계약 방법, 정산, 평가 등), 3) 법령과 현실의 괴리(인솔교사의 여행경비 학부모 부담과 시간외수당 미지급), 4) 사전답사의 형식적 운영과 학부모 비용부담이 있는 것으로 나타났다. 이와 같은 문제점을 개선하기 위해서 1) 해외학생수련활동을 고려한 현행 『학생수련활동지침』의 보완 및 개정, 2) 계약방법에 대한 매뉴얼 보급, 3) 운영 내실화를 위한 서식 마련, 4) 현실을 반영한 법령, 지침 개정 및 보완 검토을 대안으로 제시하였다.

The purpose of this study is to examine the current management status of the Oversea Camps, which have been increasing in our society. Oversea camps have been growing steadily in various ways. I have done several researches in this field and these are the problems that I have identified: 1) unclear definition of oversea camps 2) violations of the laws and guidelines (contract－signing protocol, settlement of accounts, evaluation and etc.) 3) gap between written law and its application (parents contributing to teachers` travel expense and unpaid overtime) 4) non－practical management of oversea camps and parents contribution to the travel expense. These are the suggestions that I make for the above problems: 1) improve Guidelines to Oversea Camp 2) provide contract－signing protocol 3) prepare specific format for successful management 4) revise the regulation to reflect the current situation.
