과학기술 분야 젠더거버넌스 = Gender Governance in Science and Technology : Policies for Women in the USA and Korea

국문 초록 (Abstract)

여성과 과학기술의 괴리는 여성을 배제해 온 역사를 빼놓고 이해할 수 없을 것이다. 1960년대 말 서구에서 부상한 2세대 페미니즘은 여성과 과학기술을 매개하는 이론적·실천적 시도를 발전시킨다. 페미니스트 과학연구와 성 평등 정치의 확산이 그것이다. 본 논문은 이를 배경으로 출현한 미국과 한국의 여성과학기술인 정책을 분석한다. 미국의 여성과학기술인 정책은 명시적으로 동등기회를 추구하는 동시에 여성의 과소대표를 구조적 불의로 인식하고 이를 시정하려는 적극적 조치의 내용을 담고 있다. 한국의 여성과학기술인 정책 역시 성 평등 정치의 일환으로 추진되고 그 내용에서도 여성과학기술인의 수를 늘리기 위한 적극적 조치의 형태를 보이지만 공식적인 정책에서는 여성 인력의 효율적 활용 논리가 지배적이다. 본 논문은 이를 젠더주류화에 내재한 일반적인 위험으로서 성 평등 의제의 변용으로 파악해보고자 한다. 변용을 통한 제도화는 평등의 제고에서 실효성이 낮은 데 비해 성 평등이 완수되었다는 착시효과를 유발할 수 있다는 문제가 있다.

다국어 초록 (Multilingual Abstract)

The acknowledged estrangement between women and science and technology can be regarded as a historical result of the systemic exclusion of women. The second-wave feminism of the West in the 1960’s stimulated both theoretical and political attempts to deal with this. By referring to feminist science studies and the politics of gender equality, this study sets out to analyse the policies for women in science and technology of the USA and Korea. The former has features of equal opportunity and affirmative action, while the latter has no clear declaration regarding gender equality or equal opportunities, notwithstanding some major programs relating to that goal. The article regards this blurring of gender equality as a general limitation of gender mainstreaming lacking the forces supporting that goal.
